    Held: from 09/20/94 to 09/24/94
Summary: Capital investment project management requests thorough knowledge of construction regulations. When building a project, the local regulations are of major concern. To stimulate investment projects and attract free capital, many Eastern European countries are adjusting their legislative to the international laws and practice. The Croatian construction industry and architecture are of long-term and rich tradition. They have proven their building partisanship in open and harsh competition in fastidious foreign markets. Regardless of the limiting conditions of the previous social and legal system, they were successful in promoting construction regulations. However, it was only the independent and internationally recognized state that provided for the conditions required for actual changes in legislation in this sector. The Construction Act should be accepted as the first step in that direction, Being the basic law in the state legislation. It has to be pointed out that this Act has not been completed, since some accompanying bylaws are lacking which are presently being prepared. Still, the review of the subject Act contained in the present paper could be a useful information for potential foreign investors which we expect to participate in the future capital investment construction of Croatita.

    Jašarević, Ibrahim
    Izetbegović, Jadranko (17576)

    Language: hrvatski
    Place: Zagreb
    Year: 1995
Meeting: Prvi hrvatski kongres o cestama
    Held: from 10/23/95 to 10/25/95
Summary: Transport solutions presently used in urban areas involve designing and building high-capacity city arteries, and the emphasis is increasingly placed providing more parking space in downtown areas. Considering the lack of undeveloped space on the ground surface and the very high cost of construction land, the construction of tunnels and underground structures is very often considered as the most reasonable solution to urban transport problems. At that, it is significant to take into account regional-planning and traffic aspects as well as the results obtained during engineering geology and geotechnicaal investigations, as they greatly influence the architectonic and structural concept of underground structures. In addition, an adequate attention must also be paid to environmental aspects (ground-water pollution, exhaust gases, etc.) and, signally, to the rationality at the design and construction stages. These investigations served as a basis for establishing the correlation between the excavation and primary support unit price and the cross-sectional area or excavation volume. Finally, a complex correlation between the unit price and the cross-sectional era and excavation volume was established and presented in the form of diagrams to facilitate its use.
Keywords: tunnels, underground structures, construction, price.

Meeting: International Symposium "Modern Project Management: Unification of Professionals for Individual Success"
    Held: from 09/14/95 to 09/16/95
Summary: The paper compromises the results of theoretical and empirical researches of methods and applications suitable for a purpose of forecasting tends in construction project realization progress. The authors propose an integral approach that can be a real base for introducing user's own expert system and solving present problem. The introduced ideas and initial model of expert system consist a two nodes jointed with rules for transformation of input variables to output ones. The mathematical basis is set of different types of known theoretical functions supported by heuristics gathered throughout practice. The main criteria for selecting the most suitable one as a forecast curve in a concrete case are the sum of minimum square's deviation and correlation coefficient. Following the proposed computerized procedure final result gives a simple graphical and numerical report about preliminary planned as progress to date status followed by project forecast till end, all in terms of cumulative value of money, time. The tests in practical application show particularly good results of trend forecasts achieved by multiplicative regression. This is specially expressed in a case of smooth S-curves of project planed realization.
