Summary: The analysis of demographic movements in the communes of
Istriain the postwar period has shown that there are significantdifferences
in the development traits of the population betweenthe west and the central
part of Istrial. Those differences aredemonstrated in the dynamism,
direction and intensity of thecreated changes in the natural and migratory
movement, as well asin the demografic and economicsocial structure of
population,which actually has been the subject of this analysis.
The sreated changes are considerably more favourable in thecommunes of the
western part of Istria, where important changesin the structure of the
economy have taken place, than in thecommunes of the central part of Istria
where such changes havenot been realised.

Summary: The econometric analysis of the social product of the
Istrian economy for the period from 1970 to 1988 has been made with the
application of the Cobb-Douglas production function.
A number of function have been estimated, but the statistic tests of the
estimation results did not show acceptable reliabilitz. Still, some of the
function may be used for the production siye projection, namely for the
estimation of the production factors contribution to the social product
creation.
Some difficulties and problems emerged at the time of data selection and
preparation as well as at the functions estimation and here are presented.
In connection with that also some possible causes of the realised
estimations of the production functions are reviewed.

Summary: Negative trends in the domain of employment,
employing,insolvency and unemployment point out, too, a decreased economic
growth in Istrian economy, although of weaker intensity in the relation to
the global movements in the Republic. Their realeasing will be initiated by
big enterprises restructuring intocontemporary and successful small and
middle enterprises (according to the number of employed).
The key of their endvours is not in the attitude of waiting for foreign
capital, but in the acceptance of restructuring projects and investments
into home enterpreneurship.
The engagement of the first rate entrepreneurs in the projects realisation
would lead to the achievement of competitive market structure, unemployment
reduction as well as welfare growth in the Istrian economy.

Summary: In this paper an analysis has been made of autonomy and
asymmetryof employment as well the estimation of hidden unemployment
inIstria for the period from 1961. do 1989. by means of thequanttitive
analysis method.
The achieved results show that the employment grew indepedentlyof the
production acitvity growth, which caused the phenomenon ofhidden
unemployment, characteristic for the self-managing systemof doing business.
Quantification of the hidden unemployment has been made with theaim to see
how much it can have the influence upon the growth ofreal unemployment
which appears inevitably at the time oftransition to the market economy,
particulary when resources fornew investments and new posts of employment
have been missing.

Summary: Measures and programmes of an acitve employment policy are
directinstruments of labour market.
For this reason the active employment policy should take over therole of
inducing the positive function of that market (allocativeand sellective) as
well of limitation of negative (unemployment).
In that way it will be possible, but only in a long-term period,to reach
the aim of the active employment policy, and that is theaim of securing to
every citizen able to work labour activationwhich is in harmony with

Summary: The object of analysis is Weber's
theoretical-methodological thesis on legality of individual purposive
action for goal attainment and value rationality of all social activity and
the connection of development of theory of social systems. Luhmann's text
"Purposivness and Rationality" (Zwetkbegrieff und Systemarationalitat)
could be ascribed to his "early" period which H.Wilke ("Systemtheory",
Stuttgart, 1987.) calls functional-structural approach (phase) in which the
social system and meaning of its formation can be descerned from the aspect
of differences between system and its environment. From this aspect social
systems are complex, meaning fully composed units which are forced to solve
a multitude of problems, if they want to attain certain goals in their
environment. The attachement to Pearson's theory of society and with this
to Weber himself is obvious in "early" Luhmann.

Summary: The paper means a thematic trial of the role nad possible
influence of rationalization fo the educational system in the direction of
the structural unemployment dicrease (patticularly the youth unemployment).
In addition to the existent of the unemployment, restructuring of the
economy necesearily presupposes changes in the functional interdepenedence
of the educational system (as a part of the wider social system) and the
economic system, the relationship which will be primarily reflexed on the

Summary: A pattern of educational system which insures its autonomy
bycarrying out substantial rationalization has been presented in the paper.
Administration-expert jobs are throughly restricted from the well-known
requirement of the value-free neutral science (Weber). The functional
expert hierarchy insures the autonomy of profession in carrying out the
educational system. Such a restriction gains in significance particularly
in the course of the actual changes.

Summary: Some political, social and economic functions of the

Summary: In the paper it is begun from the assertion that the
privatisation and transformatisation of the social ownership into the model
of market democracy has been the central question of all financial acts in
former socialist economies. On the education paradigm the following items
have been researched: a) weaknesses of the previous period, b) first
experiences of the transition in Croatia and c) the most familiar models of
educational privatisation in developed countries. The basic conclusion is
that in Croatia it is the best suited model which means the institutional

Summary: An active policy of employment makes one of the strategies
of thesocial activity; it has come out from the structural-functional
approach to the relationship between the labour power market and
unemployment. The labour power market level of development and the
increased unemployment (particularly of the youth population) represent the
consequence of the socio-economic development of the state. Difference of
the regional level of development has been reflected upon the degree of the

Summary: The relationship between the entrepreneural function
andeducational activity has been researched from several aspects inthis
paper. Particular light has been thrown on the variance inunderstanding of
entrepreneurship in the period of time precedingthis one and its real role

Summary: In the paper has been examined an optimal model of the
economicpolicy because of an efficiant way of the transition of theCroatian
economy to the market form of operating the economy. Theresearch work has
been based upon the comparative analysis of twotheoretically, applicabily
possible and known economic paradigms.The paradigms are:
- energic liberalization - neoclassical variant with the emphasison the
monetary approach (economic policy, so called "shocktherapy");
- aimed liberalization with the programme of reviving of theeconomic policy

Summary: The decrease of its relative development in relation to
Croatia, as well the deepening of the gap in the degree of its development
in relation to Istria and the Community of Communes of Rijeka (former),
speaks to the fact that the process of restructuring has been delayed very
much. The industry, particularly with the view of its structure, is not

Summary: Amortization as mopnetary equivalent of the spent part of
the immaterial and material assets has a very important place in the
accounting system. Exactly amortization itself, because of the
significance, has been classified in the Inetarnational Accounting Standard
number og having the title of "Amortization Accounting". In addition to
this it is necessary to accept other accounting norms and normatives, too,
which in this field will liberate Croatia from the accounting isolation and

Summary: The paper analyses the role of public services in the
Istrian economic development from two basic standpoints.First, it considers
the complex of relations among global and regional characteristics of
develomental process, and then it explores the essential developmental
characteristics on this area during the last several decades. The
possibilities of regional approach have been more precisely investigated on
the sample of educational and health service. The research showed that
final purpose of the regional approach lies in maximization of all the
processes which accelerate the general progress of a definite area.

Summary: The models classification of the social policy and
understanding of their development features enables the projection of
development possibilities which sill influence upon the model shaping being
adequate to the condition of the social activities in the Republic of

Summary: The point of consideration in this paper is the transition
fromthe command, planned and agreee socialist economy into the market one.
The transition problems have been conceived, on the one hand, out of the
particularity of the Croatian economy based upon the features of its former
development, including war destructions, and on the other hand, out of the
specificity and difficulties of the social activities transformatisation.
The establishment of clear ownership relations, the options of ways and
rate of privatisation the institutional reform of the legal, regulative and
information system - are the central transitional process in the
organisation and regulation of the social activities operation directed to
the fundamental aim of the transition: institutional harmony and
substantial closeness with the surrounding world, but also the development
which is in the proportion with our possibilities and positive experience
tradition.

Summary: The decrease of relative development compared with Croatia
and gap deepening of the development level in comparison with Istria and
Rijeka-Istrian region, have demonstrated that the restructuring process in
the region of Pazin economy has already been late very much.
In the new developmental philosophy, originating from the traits of the
economic and political transition, it is indispensable to be ready to
change strategic objectives, ways, means and methods of development. In
practice it means TO KNOW HOW TO MANAGE factors of growth and development
in the new conditionsthus enabling the region of Pazin transition into a
higher phase of economic and social development.

Summary: By means of the model approach the author has evaluated the
extent of the state of development of this habitation (in accordance with
the new constitution of the Istrian region place of Marčana has become the
seat of the newly established Marčana commune), fundamental determinants of
the future development and its basic traits. The geotransportational
position of Marčana means one of its fundamental advantages. The
centrifugal force of Pula will influence further upon its development,
although small economic nuclei and tourism will develop in Marčana itself,
too.

Summary: The subject-matter of the research work is the achieved
level of the economic development and economic life of the Istrian region,
as a part of the Republic of Croatia. By applying the key economic
parameters, the developemental traits of the Istrian economy in a longer
period time, from 1980 up to now, have been analysed. In this way former
development concepts have been perceived as will the fundamental
determinants of the future development of the Istrian economy.

Summary: The paper deals with three levels which are adequate for
illustrating the close relationship between education and entrepreneurship.
The first level consists of the basic knowledge and positive attitudes of
the entire society in regard to these phenomena; the second level manifests
itself in the reform of vocational education and training; the third level
is to be traced in individual and social attitudes towards creativity and
resourcefulness, which present two essential components contained in both
segments of the economic life.
The basic position assumed ion this paper is that entrepreneurial and
educational issuses in the hotel industry are to be viewed from very broad
starting points which in both segments encompass the overall organization
and each and every individual separately. This paper claims that practice
seems to show the first signs development moving in that direction.

Summary: The transitional processes in economy have a direct
influence upon the changes in the educational policy. Strategical solutions
within its frame-work are reflected in the definition of the structural
changes goals of the educational system. The fundamental social functions
of the educational system are supplemented by the demands for increase of
"produts" quality of the educational process and adaptation to changes at
proper time in the transitional period. On the economic level, the
education policy influence is sginificant in the market strucutural
adaptation of the labour force, particularly on the regional level.
Programme diversification in the process of formal education and the
measures of the active employment policy mean the possible solutions
between the two complementar areas of the social policy.

Summary: The subject matter of the analysis is the research of the
possibility of forming such an educational policy which, as a part of the
total social policy and possibilities of changes on all level of
regulations. The theoretical basis for the analysis of the specific
structure of the educational system has been defined of the legal order in
the organization of administration activities in the specific action
domains. Definition of the fundamental educational functions (political,
social/selective and economic) has given the basis for the establishment of
the criteria frame of regulation with the purpose of defining possible
rationalization directions of a concrete educational system (the Republic
of Croatia): formal and substantial rationalization. With the definition of
"private school with the public rights" the rational purpose has been
achieved of theinstitutionalization of the public interest on a
qualitatively new organizational principles.

Summary: Ranking model of the degree of development by means of four
indicators (two quantitative and two qualitative ones) has been applied in
the Study. Populated settlements of the commune of Pula have been
classified by computor into eight (out of sixteen possible) groups of
developmental degree. From the results elaboration the conclusion has been
reached that 80% of the communal settlements belong to the groups of
settlements with alow level of prosperity where 30% of the population live
and 10% of the settlements to those which are big and where 55% of the
population reside with a high level of prosperity.
