    Rodin, Davor

    Pages: from 9 to 19
    Number of references: 9
    Language: hrvatski
Summary: The author explains how contrasts inherent to liberal democracy, the irreducible will of individuals and their living in common onthe one hand, and institutionally mediated decision-makingthrough mechanisms belonging to a state based on law on theother, can be solved. He tests the successfulness of liberaldemocracy through the interpretation of two authors, Lbbe andLuhmann. Lbbe is in favour of consensual mediation betweenindividual and general will and of parliamentary mediation ofmajority and monority decision-making principles. Luhmannadvocates the semantic diferentiation of these relations (binarycodes) and his solution is therefore more modern and originalyliberal since it suggests that problems should be considered (notsolved) as representing different semantic levels.

    Pages: from 88 to 100
    Number of references: 11
    Language: hrvatski
Summary: The author expounds Carl Schmitt's proposition that civil war isthe essence of liberal democracy. The ralationship friend-foe isthe basis of Schmitt's definition of the concept of thepolitical. In this way Schmitt has existentialisticallyradicalized and actualizad Hobbes' principle of the war waged byeverybody against everybody. If the set-up of liberal democraticsociety is defined in this way it follows that war betweencitizens of one state and war between states are equallyinevitable as they are uncontrolable. Postwar experience withaerlier European crises shows that they were all solved bysecondary means. With the ending of the cold war, however, themuch praised secondary means do not function any longer. Thereason is that they are no more controlled by the tacit politicalconsensus between European countries which is also directlydemonstrated by the current war in the Balkans.
