Summary:

Summary: This charpter describes different fields of socio-medical

Summary: Results of scientific research in many scientific
fieldsincluding medicine, are being published primarily in
scientificjournals. The journals i.e. their content, is thus an
importantindicator of the output of the scientific research. Because ofthe
intense scientific development and rather limited economicresources
evaluation of the results of the scientific researchand consequent
selection become increasingly important. Theevaluation of scientific
research is faced with a number ofconceptual and practical problems. Two
basic approaches in theevaluation are: 1) the judgment of competent and
independentexperts (peer review) and 2) scientometric analysis. Each has
itsadvantages as well as a number of inadequacies. The results ofempirical
investigations are reviewed showing that peer reviewhas highest level of
relevance but low level of reproducibility.On the contrary scientometric
analysis is a highly reproducibleapproach but it is unable to describe
originality and real meritof scientific discovery.

Summary: Reviews the studies of the overall state of the art and
resultsof Yugoslav scientific research in general, and of Yugoslavmedical

Summary: The contemporary citations (in SCI from 1962-1986) of
thefounders and first teachers of the Medical School of Zagreb whoworked
until 1960 were investigated. The Medical School ofZagreb was founded in
1917/18. At that time it was the onlyinstitution in Croatia where organized
medical research wasperformed. Thus the early history of the Zagreb Medical
School isat the same time the far most important part of the history ofthe
medical science in Croatia. Of 134 known names of theteachers active until
1941, 51 were in SCI cited 461 times. Of216 teachers active in the period
from 1941 until 1960, 115 nameswere found in SCI and received 1072
citations. Plotting thenumber of papers and the number of citations against
the timeshows that scientific productivity (number of paper) andinfluence
(number of citation) of the Medical School during thisperiod was greatly
dependent on current socio-political events.The most important discovery
presented in the paper is thatseveral scientist working before World War II
are still very wellrecognized in international literature. An interesting
example isVladimir Sertić who among others discovered the
famousbacteriofage fi X 174 and whose name is almost completelyforgotten
in Croatian medicine. At the end the Chapter countainscomplete bibliography
of the papers found in the SCI.

Summary: Reviews the input of R & D in Croatia and Yugoslavia.
Comparisonwith some other middle size countries (Czecho-Slovakia,
Austria,Italia, Hungary, Romania, Bulgaria, Turkey and Portugal) showsthat
we do not have a small number of scientists as well as the R& D funds are
above average. However, in this Chapter for thefirst time the striking
disbalance of these two indicators aredemonstrated. During the last 15 and
more years the increase inthe number of scientists greatly exceeded the
available funds sothat at the end each scientist worked with less and less
funds.The similar pattern was found in the health system, too. The
self-menagment system which led to such extensive "development"is
discussed.

Summary: The results obtained and experience gained during a ten
years(1978-1989) study of journals published in Yugoslavia arecritically
presented. The original method was developed for theevaluation of the
scientific orientation of journals published onthe scientific periphery
which is defined by three maincharacteristics: smallness, non-equilibrium
between scientificcommunity and the society and communication barriers
towardsworld science. Based on the Narin's idea of relevance vs.objectivity
relationship for research output evaluation, a fourlevel approach has
been described: 1) the judgment ofscientists, 2) the citation analysis, 3)
the referencing typologyand 4) the editing characteristics. In that order
the objectivityin estimating the research merit of a journal increases and
therelevance decreases. The most of results was obtained for thebiomedical
journals, and they are compared with that obtained forthe economic,
forestry and education journals. Thus, thebiomedical journals could be
delineated into three distinctclusters of least, medium and mostly
scientific orientation, andthe affirmative result was obtained with the
regard to theconcordance between the degree of the research orientation of
thejournal, and editing/publishing characteristics. There was anegative
experience in conducting the surveys in the peripheralsetting, because of
its smallness, and the citation analysis mayonly be used in potentially
most scientific journals selected bytheir referencing typology or by
editing/publishingcharacteristics.

Summary: This charpter analyzes why our journals are not
betterrepresented in the international indexes. The result of thisanalysis
is that the number of journals from Yugoslavia in theScience Citation Index
and other similar publications more orless corresponds with the level of
the development of our medicalscience. However, in the field of clinical

Summary: The number of papers from Austria, Bulgaria,
Czecho-Slovakia,Greece, Italy, Yugoslavia, Hungary, Portugal, Rumania and
Turkeylisted in the Geographic Section of the Science Citation Index(SCI)
was counted. According to the names of the institutions ofthe authors,
scientific productivity in different fields ofmedicine was studied having
for major goal the evaluation of thecontribution of Yugoslavia to
international medical sciences.Medicine accounts for 20 (Rumania) to 65 per
cent (Austria) ofthe titles indexed in SCI. With the exception of Bulgaria
andCzecho-Slovakia, most papers come from clinical institutions,mostly from
medical schools. It has been found that Austria andItaly are the
scientifically most productive countries, whileYugoslav medical sciences
fall far behind Hungary andCzecho-Slovakia and are comparable to Bulgaria
and Greece. Thebasic input indicators of research and development (R & D)
arepresented. The relationship between the number of papers in SCIand GNP,
the number of investigators and physicians and ofinvestment in R & D are
analyzed. It has been found thatYugoslavia is lagging behind far more than
it could be explainedby these factors. The results of a similar research of
ascientific group in the Hungarian Academy of Science and Art arereviewed.
The comparison shows that due to different metodologythe absolute numbers
are different but relative relations betweenthe countries are almost
identical.

Summary: Reviews the research on citation of scientific papers
fromYugoslavia. In the first part of this Chapter, the citation of342
researchers, holding Ph.D., from four major scientificinstitutions in the
field of biomedicine in Zagreb was enumerated using the 1983 and 1984
volumes of the "Science Citation Index".An average scientist from that
group received annualy 2,1citations. The highest citation rate and smallest
percentage ofnon-cited scientists is at Institute for Medical Research
andOccupational Health. Differences between institutions areprobably
related to difference in their functions, organizationand time devoted to
research and different support available forthat activity. If the number
of citations received by scientistsin each institutions is divided by the
number of "full timeequivalent" (FTE) scientists, differences between
institutionsbecome much smaller and highest number of citations per
FTEscientist is found at experimental departments of the MedicalSchool.
Distribution of citation frequency in the investigatedsample of scientists
follows an inverse square curve ofscientific productivity first described
by Lotka. In the secondPart of the Chapter the results of research
performed at theHungarian Academy of Science and Art is brifly described.
Namely,until now, the most extensive studies of citations of papers
fromYugoslavia are published by this research group (Schubert,Glanzel,
Braun et al.).

Summary: The research deals with the number of patent documents used
as anindicator of innovative work in biomedical sciences inYugoslavia.
Data on domestic patent documents and INPADOC -international database
specialized in patents have been employed.Innovative work in the biomedical
field is concentrated in threeYugoslav republics Slovenia, Croatia and
Serbia proper (over90%), namely in few cities: Ljubljana, Zagreb, Beograd
and NovoMesto (for pharmacy solely). In comparison with other
countriesYugoslavia comes almost to the bottom of the innovative
activityscale. The introduction of a "patent yield" indicator hasrevealed
that Yugoslavia is lagging 6-15 times behind thecountries such as Austria,
Bulgaria, Chezko-Slovakia and Hungarywhen the number of patents is taken
into consideration. While theoverall patent activity, especially in the
medical field, isshowing a dramatic increase worldwide, in Yugoslavia it
becomessluggish. In addition to the survey of patent documents the studyof
a technological transfer in medicine is performed. The timegap between the
first world application of certain relevantmedical technology and the
domestic one is studied. Resultsshowed that the largest time gap occurs in
application of medicaltechnologies (like transplantation) requiring
sofisticatedorganizational efforts.

Summary: Citations to all the papers (558) published from 1955 to
1964 bya multidisciplinary (natural sciences) research institute withina
scientific periphery' were collected for the I l-year periodafter a
l(l-year lapse since the publication years. All thepapers were grouped into
31 research topics, three of which hadno such late citations at all. For
the remaining 28 groups ofpapers three indicators were defined: ALPHA, the
ratio of thenumber of papers with citations, to the number of all papers
ofthe particular research topic, indicating thus an overallCITATION
EFFICACY; BETA, the ratio of the sum of all citations,to the number of the
cited papers, indicating CITATION INTENSITY,and GAMMA, expressing the
CITATION LONGEVITY for a given researchtopic as the incidence (number) of
cited papers (irrespective ofthe number of citations) within the I l-year
citing period. Inaddition, three normalized transformations of the
indicator BETAwere checked. Two-dimensional (without ALPHA) and
threedimensional (with ALPHA, GAMMA, and one of the BETA variants)graphical
representations together with a pairwise correlationanalysis served as
preliminary guidance in the latter statisticalanalyses by (a) Ward's
Hierarchical Cluster Analysis and (b)Polar Taxons Analysis. Both of them
resulted in good agreement.Thus. the 28 research topics were found to
belong to threeclusters. Their composition varied slightly for the original
BETAand its three normalized values. čt was concluded that ALPHA isnot a
redundant but quite useful indicator, and that one of thenormalized
BETA-variants appears most suitable for this kind ofstudies. In the
three-dimensional graphs the clusters may berelated to scientific merit as
judged in a composite way by allthe three indicators. This is done with
regard to the diagonaljoining the indicators' maximal with their minimal
values. Thecitation LONGEVITY (GAMMA) appears to be most important.
Clusterstability tests showed fluctuations of few research topics, whichwas
related to their specific features within the given researchsetting. It
emerges on the whole that the research merit of this(peripheral) scientific
production is determined neither by thejournals status the papers were
published in, nor by the authors'institutional status. Rather, it is the
very scientific qualityof individual papers within a given research topic
that isdecisive for the citation 'survival''.

Summary: Aims. Bibliometric analysis of the SCI publication pattern
ofthree ex-Yugoslav federal units (Croatia, Slovenia and Serbia) inregard
to their international scientific cooperation.,
Methods. Compact disk editions of SCI (ISI, Philadelphia) for1980, 1985 and
1990 were searched for publications of authorsfrom Zagreb, Ljubljana and
Belgrade. Obtained data were analysedwith a stress on titles co-published
with authors from G. Britain(only data for England were analysed), France,
the USA, the USSRand the Federal Republic of Germany.
Results. If the number of SCI source items is related to thenumber of
researchers in the scientific fields covered by SCI,authors from all three
ex-Yugoslav republics published an averageof 0.007 to 0.11 papers yearly.
Scientific cooperation betweenthem was weak. Patterns of their
international scientificcooperation reveal the influence of historical and
politicalfactors. Cooperation with the USA is equally strong in all
threecases. Croatian and Slovenian cooperation with W. Germany isextensive
and Serbian weak, while quite the opposite applies totheir cooperation with
the USSR. Serbian scientific links withEngland and France appear stronger
than Slovenian and Croatian.
Conclusions. It seems that scientific links and their changeswere the
(unrecognized, though) sign of the politicaldevelopments in ex-Yugoslavia.

Summary: The continuance of science as an intellectual and social
processis secured by papers published in science journals. Since
thejournals play such a prominent role in the scientific endeavour,the
indicators related to their publication are used forcharacterizing the
science within a country and social climatefor its development. Evaluating
the scientific journals of acertain scientific community means evaluating
its overallscientific activity. The developing of methods for
journalevaluation is of utmost importance in a small scientificcommunity
because of its specific characteristics such as, forexample, inclination to
some kind of scientific isolation. Themethod developed by Maričić et al. is
used. Three levels ofinvestigation are employed: editing and
publishingcharacteristics, scienitsts' judgement (survey) and
citationanalysis.
