   Summary: Arguing that one-body operator j subJ (qr) is well suited todescribe certain types of inelastic excitations, thecorresponding energy weighted sum rule (EWSR) is evaluated.    Summary: Using (3He,T) as an example for the charge exchange reaction, thedevelopment of the understanding of the phenomenon will bediscussed. Namely there is an energy shift in the peak positionfor the quasi elastic delta excitation. Its presentinterpretation as a "collective" state will be argued for.
