Summary: The drafting of the comprehensive strategy of environmentalmanagement in 1989 for the former state of Yugoslavia isdescribed. Principles and influences are described which lead tothe understanding that the third generation is needed foreffective environmental management, and that integration ofdecision making in the environmental, technological, economic andsocial sector must be provided for.

Summary: Investigation of suspended matter and bottom sediments at the Adige River mouth indicated the sedimentation pattern ofriverine suspended metter in the shallow, low-energy, marginalAdriatic Sea. Grain-size distribution and the mineralogical andgeochemical composition of samples collected duringhigh and lowriver discharge indicate a consistentsedimentary pattern. Fastsedimentation if fine-grained riverborne suspended matter occursin the prodelta zone due to deceleration of river flow andspreading into the microtidal environment.
Keywords: suspended matter, sedimentation at the river mouth, granulometric characteristics, mineral assemblage, geochemical cheracteristics, Adige River, Adriatic Sea

Summary: Suspended particulate matter has been studied in two AdriaticRiver mouths (Adige and Krka River) to assess its role as atransport vehicle for waste disposal into the Adriatic Sea. Inthe Adige RIver mouth, Pb, Zn, Cr, and Ni are accumulated in theprodelta sediments, and thus the loading of the sea with metalsis diminished, whereas in the Krka River estuary desorption andmobilization of some trace metals occurs.

Summary: Mineral composition of recent sediments and sedimentationpattern in the estuary were analyzed. The data on mineralassemblages of recent sediments and of suspended matter from theKrka River estuary, are discussed in relation to the main sourcesof recent sediments. The results indicate the restricted zone ofprevalent sedimentation of terrigenous matter in the enlargedProkljan basin. The sedimentation rate in the estuary was foundto be very low due to scarcity of input.

Summary: The electrophoretic mobilities (EPM) of model mineral dispersionsin artificial sea water (ASW) and natural sea water (NSW) weremeasured. The solid samples used were: clay minerals, artificialcalcite, natural calcite and lake and sea sediments. In ASWall EPM values were negative, except for the artificial calcitewhich showed positive EPM values. The addition of dextran causedthe neutralization of positive charge of calcite. In NSW allsamples, including artificial calcite were negatively charged.

Summary: Suspended solids were studied in two stratified river mouths -the Krka River estuary nad the Rhone River delta. Three surfaceparameters - specific surface area (SSA), heat of wetting (Hw),and cation exchange capacity (CEC) of solids were studied inrelation to the organic matter (dissolved and particulate). Theexistence of two types of organic compounds that mediate thesurface properties of particulates was indicated - river type(prevalently hydrophilic and degradable) and marine type(prevalently hydrophobic and more persistent).

Summary: The GESAMP (Group of Experts on the Scientific Aspects of MarinePollution) advocacy of an assimilative capacity approach tomarine pollution control and prevention is based on twofundamental principles. The first is that a definable quantity, even of the most harmful substance imaginable, can be released tothe environment without causing pollution. The second principlestrates that there is a differnce between contamination, whichrepresents a detectable change, and pollution, which is that level of change which society regards as unacceptable.

Summary: The management strategies of environmental protection are reviwedin hindsight, showing three generations of these. The failure ofthe past approaches based on the first two generations ofstrategies to reverse the negative trends in worldwideenvironmental degradation is attributed to sectoral approachesand lack of integration of environmental protection and economicdevelopment. The eight principles and the six strategic directionof the IUCN - The World Conservation Union's Strategy forSustainability are discussed.

Summary: The paper aims at describing the conceptual basis of anenvironmental management blueprint, a third generation strategyproposed for adoption by the national government. It rests on theprinciple of integrated socio-economic, technological andphysical planning with the environmental capacity concept as anenvironmental protection regulatory measure. It also aims todescribe common interests and environmental management impactsexercised by the two nations, whose GNPs differ by a ratio of 5,but both of which aim at conforming to the environmentalmanagement principles in effect in the European Community.

Summary: At present discussions on legislation on coastal zone protectionwithin the environmental framework are often framed in terms ofcompliance with the precautionary principle, sustainability andassimilative capacity. Interpretation of these terms is vague anddivergent, and rarely connected with economic realities. Moststrategies adopted by fora and governments still use sectoralapproaches, the comman-and-control mode, and are predominantlysubstance, rather than source oriented. Compromises are oftenmade in view of enforcement suitability, and thus do not augurwell for the next period which should finally demonstrateachivements.

Summary: The reflections on the UNCED conference held in Rio de Janeiro inJune 1992 are given. The thesis is advance that special interestsdominate almost every segment of international relations, theenvironmental sector included. The lesson Croatia has learned ata terrible cost is that it shoul rely on its own strength, knowledge and persistence. Another lesson is that fast, sustainable development cannot be achieved through foreinginvestment.

Summary: Sedimentologic research in Croatian river mouths (Krka - Šibenikand Raša - Istra) indicated the lack of riverborne terrigenousmaterial due to prevalent dissolution of carbonates. A low energyenvironment along with water circulation pattern characteristicfor stratified estuaries, and the enhanced flocculation at thefreshwater/sea boundary leads to the fast sedimentation of mostof the riverborne material in the upper part of the investigatedestuaries. It is suggested that the term "karstic estuary" shouldbe used for such river mouths.

In NaCl solution aluminosilicateswere negatively charged, while calcite showed positive charge. The addition of artificial sea water depresses theelectrophoretic mobilities, but does not reverse the charge. Summary: The aim of this work was to use model solids for the solid/liquidinterface to represent the behavior of solid particles in theestuarine and marine environments. The study is particularlygeared to understand the role of calcite particles, predominantlypresent in the karst region of the eastern Adriatic coast. Thebehavior of particles, e.g. surface charge, reactivity, andadsorption capacity resulting in colloid stability, dependssurface organo/mineral coating.
