Summary: Software contolled measuring devices are integral
tomeasuring systems operating in safety critical conditions.Therefore, the
quality of software for measuring devices becomesof outmost importance.
The dissertation proposes a methodology for measuring devicesoftware
quality assurance.
A model is proposed for software-quality analysis andquantification.
Correctness, structuredness, and machineefficiency were identified as the
most important qualitycharacteristics of measuring device software.
A constructive approach to quality assurance of software isdescribed,
comprising a set of constructive procedures andtechniques for the
development of software with the desiredquality characteristics.
The proposed approach produces efficient and bug-freesoftware. It helps
avoid the (expensive) exhaustive systemtesting and shortens the software
development cycle.
At the end, an application of the proposed methodology in
thedevelopment of a watthour-recording-device software is described.

Summary: The thesis defines criteria for a measuring system for
monitoring technological processes, based on decentralized examination and
monitoring within entire functional units in local stations and for
supervision of data in the central station. The work of the compressor
station is described and measurement magnitude defined, their measurement
range and permitted level for error. For the given magnitude an example is
given of the chice of hardware and programme equipment. The selection of
hardware equipment is shown through selection of transmitters, the
selection of the measurement system on the basis of comparison of five
different solutions for the measurement system, selection of computer for
local and central stations, selection of communication between the
measurement equipment and the computer of the local station and between the
computers of the local and central station. The choice of programme
equipment is realized on the basis of two programme packets: LT-CONTROL and
FIX-DMACS (DOS version 3.02). Comparison based on numerous parmeters
indicated that the optimal solution is programme packet LT-CONTROL version
3. With the regard to the requirements in relation to the diagnostics of
faults in the compressor station, algorithm is shown for locating faults in
serial, convergent, divergent and feedback networks. Algorithm for locating
faults is applied to the complex network in various subsystems and physical
magnitudes of compressor station, and at the same time zoning rules for
serial networks are modified to enable their application in the complex
networks. On the basis of experience in the application of algorithm for
locating faults in complex networks recommendations are given with regard
to the optimal division of complex networks into zones. For stable networks
problems connected with inadequate definitions with regard to the location
of single and multiple faults are investigated and analyzed. For
measurement substations, for which it is impossible to directly apply the
above algorithm, the possibility of locating faults by using other
techniques is described. In addition, to increase the reliability of the
monitoring system, a hardware and program solution is recommended which
allows work to continue with tolerance of a fault in one bridge RS-485
communication amplifier or communication canal of the computer in a local
station. For the above soluition the concept of the organization of an
algorithm for locating faults on the RS-485 communication network is
described.The ability to locate faults is analyzed, including the problem
of inadequate definition in the case of single and multiple faults in the
RS-485 communication network. An analysis is made with regard to the
realization of algorithms for locating faults in the compressor station by
means of programme packet LT-CONTROL and possible methods of realization
suggested.
Finally description is given in connection with the maintenance of the
hardware and programme equipment during exploitation of the measurement
system for monitoring the compressor station.
In order to ensure optimal energy consumption and to reduce their part in
the cost of the product a solution is recommended which utilizes regulation
of water for cooling and steam subsystems.

Summary: This disertation has been drawn up with the objective of
determination and implementation of necessary knowledge and guidelines for
establishing and designing of an accredited testing laboratory in
certification system which is recognized and accepted by the Europe.
In this work are presented all documents which regulate unique rules for
process of testing, certification and accreditation (EN 45 000), and
quality management and quality assurance (EN 29 000). General criteria for
the operation of testing laboratories (EN 45 001) and theirs comparatione
with general requirements for the accreditation of calibration laboratories
(WECC Doc 1/1989) are presented in detail.
At the end, considerations are made for establishing and designing of the
testing laboratory for the electricity meters. Testing laboratory shall
comply with all relevant european documents (CEN/CENELEC) related to the
operation, assessment and accreditation of the laboratory, and testing
methods and pocess shall be based on the relevant documents of
International electrotechnical commision (IEC).
The technical conditions of laboratory of the Department OEEM at ETF Zagreb
for static etalon meter testing laboratory are especially analyzed and the
results of performed calibration are presented.
