Summary: The building legislation is a set of rules regulating
building activities in all fields of construction industry. This
legislation also includes an autonomous legislation, usually developed by
both economic and non-economic subjects, which is applied taking into
account the real needs of participants in the construction process. Our
legislation is currently characterized by considerable state influence
while, on the other hand, there is no autonomous legislation - although
such legislation is highly developed in western countries. As we are
currently introducing market mechanisms and principles of free competition
among various forms of ownership in our wish to adopt practices of
developed European countries, it is indispensable to reduce the pressure of
state legislation and free the initiative of participants in the
construction process by enabling them to define their relationships as they
consider appropriate, i.e. through autonomous legislation of their own
choosing. In that respect, an autonomous legislation must be developed and
implemented in our country.

Research goals: The introduction of market economy, equality of all
forms of ownership, liberation and stimulation of entrepreneurship,
introduction of profit as a principal motivating category, foreign-capital
investment, establishment of proper links with Europe, and other changes
currently taking place in our country, also call for radical changes in the
relationship among participants in construction activities. These changes,
based on the model from developed west-European countries, will liberate
the building process from over-regulation and excessive state influence.
The space freed in such a way will be filled by an autonomous legislation,
to be prepared according to real needs of participants in the construction
process. In that respect, it is of utmost significance to develop
appropriate models for contracts, bidding documents, standard
specifications, bills of quantities and secondary processes in construction
industry, as well as to establish technical conditions for building
individual types of structures, planning methods, standards for appropriate
technical documents, work norms and material consumption norms, etc. The
main objective of this research is to develop and implement such models.
