Title: Production and regional aspect of organization of agricultural development (1963-2003)
    Publisher: Poljoprivredni institut Križevci
    ISBN: 953-6205-00-9
    Year: 1991
    Pages: from 12 to 45
    Number of references: 26
    Language: hrvatski
Summary: The level of traditional agriculture regarding production and its value was lowered from index 100 to 165. Modern level of increased development can be increased from index 100 to 240. For this purpose speeding limits should be replaced by accelerators: simple cooperation in separate interest with complex cooperation in joint interest; natural 4-field with market orientated 2-field crop rotation; low investment level with high investment level; intensive manuel works with high mechanized work. Value structure has to be lowered from 33% of areas with instensive work fodder culture (clover) to 21% for the benefit of capital-intensive (sugar beet and oil crops).
    Keywords: production intensity, production-value structure

Title: Market aspect of agricultural development
    Publisher: Poljoprivredni institut Križevci
    ISBN: 953-6205-00-9
    Year: 1991
    Pages: from 46 to 66
    Number of references: 20
    Language: hrvatski
Summary: Traditional supply of agricultural products did not match the demand. Low level of supply (and demand 1%) stipolated high indexes of price growth (lamb 8000, potato 5200). Medium rate of supply stipulate medium price growth indexes. High rates of supply form low price growth indexes up to demand saturation when even low supply rates are sufficient (for example 1% for wheat). Price stability is formed by the substitution of natural-market orientated with market orientated system; natural consumption, indirect market supply and demand with direct market. Soil cultivators sell to cattle-breeders by products of wheat, sugar beet and oil crops, winter intercrops and meadow hay without the burden of overhead expences. Cattle breeders sell farmyard manure to soil cultivators.

    Language: hrvatski
Summary: The author states in this topic that 80% of employed in the agriculture of the developed countries have secondary schools for the carrying out technical works and 20% have graduated from universities and can do creative works. In traditional agriculture (as in Croatia), only 4% of agricultural workers have completed secondary schooling and less than 1% have graduated from university which represents 20 times lower level of education. The consequence is that the agricultural workers of the developed countries in comparison to the ones in traditional agriculture: (1) supply the market with 4 to 10 times better quality of human and animal food, (2) employ 4 to 10 times less active agricultural workers, (3) save 1/3 of plant and cattle nutrients in the production, (4) achieve 60-70% higher profit per ha and per head, (5) have quicker increase of agricultural value per ha (agricultural intensity) ranging from 1/3 to 100%, (6) completely hinder the rise or fall of prices of agricultural products, etc.

Summary: Half of the 80% of technical executive personnel in themechanized agriculture of the developed countries are technical associates. They have completed 3 or 4-year economical-technical school after elementary and middle schooling. They spend one year in educational economy parallel to full time in school. This is called halfdual or "sandwich" apprenticeship. 3% of agricultural workers in Croatia have completed their secondary schooling in the unified diverse educational system. In order to reach the level of the developed countries, some 30-40.000 young people (coming from market orientated farms in Croatia), i.e. some 40% of young agricultural workers will have to complete such schooling.

    Language: hrvatski
Summary: In the existing schools of diverse unified education system education of technical executive workers: - the expences of the surplus of practical course in 3-year schools raise the education expences for agricultural workers for 20%, and - the expences of the surplus of theoretical and practical course in 4-year schools raise these expences for 50%. On the other hand, students are, due to their 1-2,5 years of production work (employment) during schooling, not sufficiently equipped for employment or studying at the university (for creative practical workers). The 73% and 43% deficit for 3 and 4-year schools, respectively, regarding the general education subjects makes studying at the agronomy faculty (for creative theoretical workers) difficult. We would suggest the education of practical workers in economy schools and exceptionally in high-schools specialized in agriculture and with additional 1-year employment.

Summary: Developed countries educate creative practical workers for mechanized agriculture in polytechnical schools. Former two-year post-secondary school and universities were one-degree schools with one or two, three-four specialized profiles (courses). Polytechnical schools are two-degree. Beside having general profile (II degree), they have a sufficient number of courses (up to the personal, individual approach). First degree lasts 3 years. Full education time lasts for two years. One-course systems for enterprises have farming or cattle breeding courses. Second degree lasts for 4 years. Multiple-course complex institutions (enterprises) have farming-cattle breeding and the like. First 3 year are full-education time. Students sitting their lasts year are employed in educational economy in halfdual sandwich study. Among those employed in agriculture, cca 7% are I degree graduates and cca 5% are II degree graduates of polytechnical studies. Good high-school graduates (economy schools) are privilaged in entering the polytechnical studies.

Summary: Agricultural faculties of the universities in the developed countries educate creative theoreticians. Among the employed in agriculture, there are some 8% graduate students (2/3 are agronomists coming from the faculty). One third of graduate students (some 3% of the employed) completes the post-graduate course and a post-doctorate study for the scientific professional aduancement. The privilage at the university enlisting goes to better high-school students (exceptionally other secondary schools) according to the specialized unique education system. We support a specialized unique education system of creative theoreticians on universities in Croatia and in the future.

Summary: Former method of improvement of development factors of agriculture was, generally speaking, slow and with no set sequence. Thus, the development of agriculture was not rapid enough and critical. We suggest the acceleration of the promotion of the development factors by horizontal and vertical sequence. Horizontal sequence requires simultaneous and even promotion of three groups of factors of identical levels. Vertical sequence presupposes simultaneous and even vertical promotion of identical-leve factors of horizontal groups.

Summary: Traditional production (value) level (1961-85) had a retarded growth from index 100 to 142. Modern level with accelerated increase from index 100 to 308 was possible. But it is necessary to switch its factors: simple cooperation in separate interest with a complex one in common interest; non-regional 4-field crop rotation with a market orientated one, 2-field; limited investment with a complete one and manuel work with mechanized. It is also necessary to decrease 32% of areas occupied by intensive work forage crops (clover and meadows) to 20% for the benefit of capital intensive ones.

Summary: It is possible to substitute the instable price system with a stabile one. The following changes are necessary: substitution of natural (self-catering) market system with a market orientated one which will lead to the substitution of the former traditional market orientated structure of natural consumption and indirectly market supply and demand with the direct market orientated one. Farmers sell to the cattle breeders side-products of wheat, sugar beet and oil crops, winter legumes and meadow hay (not burdenet with overhead expences) according to the contract. Likewise, cattle breeders sell stable manure to farmers. Low supply rates (1%) have to be increased up to the maintenance of price level and market saturation.

Summary: The process of enlargement is successfull if the traditional family self-catering farms (2.6-2.3 ha) do not survive and the family natural-market orientated farms (8-7.4 ha) grow larger up to 30-40 ha of arable land. Market state farms must be transformed into private joint-stock ones, with 1000-1500 ha. The substitution procedures are: natural-market system of multidirectional economy has to be substituted with market system and specialized farms, self-catering has to be substituted with rent and loan. Uneconomical, spending approach has to be replaced with saving, neglecting of annuity and profit with their recognition.

Summary: Domestic users (tourists and export) are being offered food containing 3600 calories and 103 g. of proteins daily instead of 3100 calories. Annual supply is 27 kg of sugar, 13 l of oil, 64 kg of meat and the required quantities are 40 kg, 24 l and 120 kg of sugar, oil and meat, respectively. There is a lack of fruit and vegetables and thus of vitamins and minerals. For this reason it is necessary to substitute: simple cooperation with a complex one; separate interest with a common one; intensive-work in operations with capital intensity; retarded growth of the value of services with an accelerated one; regional disconnection of subjects with connection; family self-catering farms, weekend-cottages and camp with natural-market orientated ones; indirect market of mentors and cooperants with a direct one; low supply rates with high ones; unified education system with a dual one; education of 50% of technicians and qualified workers and 10% of experts and scientists with 84% of technicians and 16% of experts and scientists.

Summary: The study relative to the economy of plant nutrients and cattlefeed consumption in agriculture indicated variation depending oncooperation between family farms and large scale socially-ownedfarms in their separate interest or in their common interestduring the period 1963-2003. Non-market economy and co-operationof farms in their separate interest was the cause of anon-regional technological structure in soil fertilization. Theinorganic fertilization dominate with36-60% in 1963-83. The ec 96. In a non-regional technological structure of cattlefeeding and milk production use of roughage decreased from 60 to44% and milk production from 63 to 53% of cattle produce value.Separation of animal farms from crop farms made uneconomical theuse of farmyard manure and roughage and was the cause ofenvironment polluting. Market economy and co-operation of farmsin common interest enabled regional technological structure ofsoil fertilization and farmyard manure dominated to 79%, togetherwith regional produce structure. Economy of consumption of plantnutritiens increased from 100 to 104. In regional structure ofcattle feeding roughage use did not drop below 45% and milk valuebelow 63% of catle produce. Connection of crop farms and familyanimal farms made them economical and in this way the did notpollute the environment.

Summary: The proces of concentration and centralization of farms has beenexamined in the paper indicated through an alternative ofco-operation in their separate interest or in their commoninterest for the 1963-2003 period. Non-market economy andco-operation of farms in their separate interest is characterizedbycost-inflation system, nonrecognition of rent for land andprofit for capital according to the share, non-payment of caringsaccording to the saving in capital. Also with former measures(e.g. agrarian reform and land maximum) the process of sociallyowned farms growing insize was speed up from 256 to 1053 ha whilethe number of farms decreased from 5 to 1.6 thousands. On theother hand, the growing of family farms producing for the marketwas slowed down from only 7.65 to 8.4 ha and with3-5 cows perfarm in 1983 to 8 cows in 2003 and the decrease in their numberfrom 751 to 566 thousands. Market economy and co-operation offarms in their common interest, together with savings-profitsystem, distribution of rent and profit according to the share ofpartners in land and capital and personal income according to thesaving in capital, enable a more intensive growth of large scaleas well as family farms producing for the market and theformation of their regional agrosocial structure

Summary: Natural, market orientated system of agriculture has, up to now, been under the dominant influence of family farms. It was orientated mainly to work intensity which resulted in the growth of production intensity at a rate 2.4%. The product supply and demand grew at a 3.9% and 5.7% rate, respectively. The difference was evident in inflation. Family farms should be specialized and enlarged in the future, thus enabling capital produce intensification. Furthermore, the shift to market orientated structure system has to ocurr. Production intensity growth can have a 4-5% rate. Supply rate can reach demand rate (4.5-5.7%) and eliminate inflation.
