Summary: The intensive economic development demands among other
thingsalso larger and larger quantities of various sources and forms
ofenergy, which is contributing to an increasing degree ofenvironment
pollution. The degree of pollution is dependant onthe source and the form
of energy which is being used. For thatreason ecological problems become
more and more complicated,since the environment pollution seriously
threatens to endangerlife on our planet.
One of the energy sources having considerable advantages in termsof energy,
economy and ecology, compared to the other fossilfuels but also to the
electric current, which has been used forheating, cooking and preparation
of hot water, is natural gas.

Summary: The pipe break in high pressure (7bar) distribution system
havinga gas leakage in the athmosphere as a consequence represents aproblem
concerned with economy, safety, ecology and technique.Technically the
problem relates to the determination ofprotection, aiming and the decrease
of the gas loss, danger andenvironment pollution.
In high pressure gas transportation systems (50bar) this problemis solved
by bilding devices that are injected by pipe breakdetection system. The
detection system is based on measuring oftemporal change of pressure.
In this paper the applicability of line-break instruments in
gasdistribution system characterized by lower working pressure, isanalysed
from the aspects of detection system as the mostimportant part of the
instrument. The analysis has been carriedout on the basis of the numerical
simulation of dynamic behaviourof the simple model of gas distribution
system by using ahydrodinamic model of one dimensional isothermic gas flow.

Summary: Planning of gas utilization in vast urban areas that are
largeconsumers, is a very complex technological and economic
problem.Thereby the ecological aspect should be duly respected. Such
anapproach is integrally imposed as a correlation between gassystem and
relations of gas production and distribution capacityapplied to normal
consumption and to consumption peaks, as wellas to consumptions ranging
from the momentary state to theplanned expansions of consumption.
This paper is representing a specimen of a techno-economic modelof a system
including just these mega-parameters as basic ones,extendid with the index
of necessity to supply gas outside ofthis system.
The model also enables separation into parts according tocommercial
consumption sectors.

Summary: Despite many political and economical changes in Croatia,
theplans for the acquisition of natural gas will be carried out. Theplan
for consumption expansion is based on relatively largeinvestments in gas
transportation system and storage. There arefavourable signs that those gas

Summary: In this paper are presented the results of the research
work inscientific project financed by the Ministry of science andtechnology
of the Republic of Croatia.
The principle of this approach to energy analysis is based onenergi cycles
end entropic transformations of the global energymarket.
The global energy models are constructed by using the Gompertzformula for
the key energy markets (oil, natural gas, coal) andtested in long term data
bases, from 38 to 104 years.
The conclusion is that application of Gompertz trend and theother logistic
trends in energy models can be successful.

Summary: INA and Naftaplin respectively, have provided all the
necessarypreconditions for qualitatively higher level of gas economy
inCroatia.
Securing long term gas supply on the level of market demand, andintroducing
differentiated prices at par with competitive energysources,INA has made a
firm step forward towards promotingnatural gas - the source of energy - to
a status of energycommodity. In order to become fully operative, an
adequate energypolicy is needed in Croatia. The policy must
securedifferentiated prices at the level of distribution likewise, forthe

Summary: Additional import of natural gas in the early '80s, was
plannedwith the paralled intention of diversification in sources
andtransmision paths. The former reason for that was of politicalnature -
to avoid heavy dependence on ex-USSR. Today, thesereasons do not exist but
there are some others. The economicaland polittical problems in Russia made
the Russians unrealiable.
This decade Russia could be facing stagnation and decrease ofproduction.
Even if such trend will characterize this decade we still neednew imports
after 1995/6. with two years, possible time leg,depending of energy
strategy in Croatia and position of naturalgas in electricity production.
We cannot wait for the year 2000. At the same time the world oil and gas
bussines goes to Russiavery agressivelly through different kinds of joint
ventures. Wecannot follow them as fast and in such large manner.

Summary: At the end of the century Croatia will need additional
quantitiesof natural gas. If there will be the depletion of gas
domesticreserves, the new gas consumption can be assured by new imports.The
increase of gas import from Russia is extremely doubtful.Even the
quantities which had been negotiated and expected to besigned as the
planned import increase are not signed yet.
The transmission capacities are also engaged. For the newnew investment in
order to revamp the old gas lines or constructpartially the new lines.
Only for the quantity needed by Croatiathe investment costs could be very
high.
The solution could be to join one of the three projects forMiddle Europe
supply as they have been planned in the right timefor us, that is around
1977.

Summary: The intention for further growth of energy prices on the
level of so called world prices, whatever that means, demands research of
the market and its reaction to the further growth of prices. It is unreal
to accept that the growth of prices would not have any impact on demand
decrease. Prices and demand with a gas portfolio in which there is growth
of imported gas ratio with firm commitments as regards quantity and prices,
motivates the supplier to form the priceon the level that is acceptable in
terms of impact on total income and profit.
On the basis of partial marketing data, I have tried to define, first of
all qualitatively, the reasons which, in the gas business, point to the
existence of conditions for marketing determination of natural gas prices,
of course, expecting consistant price policies for energy products and
their parities.

Summary: The papers analyses posible directions of gas supply,

Summary: Due to its burning properties and other characteristics,
LPG is a valuable energy source with a wide range of application in
developed countries.
The fact that in Croatia the anually produced surplus of LPG is exported
and that LPG/air mixture is not used as an energy alternative, i.e. as a
predecessor to natural gas, was the starting point to this study.

Summary: For the consumers in a householding the energy efficiency
is asynonym for a capability of meeting their needs with anindispensable
safety in its supply, where the price of theindividual forms of energy
determines the consumption more andmore. This should be the basic goal in
solving the energy issuesin big cities, at any rate. Hereby a significant
advantage shouldbe given to pure sources of energy due to more and more
expressedpolicy an integral approach to all sources of energy isnecessary,
which is almost missing in our Republic due tomonopolistic interests of
energy producers. By changing thestructure of energy consumption in
households, first of all bydirect utilization of gas, inspite of its
combustion in theproduction of thermal and electric power, a requirement
forcombustion of coal as a predominant local source and anenvironment
pollutant would be diminished. In this presentation,the degree of
efficiency of various sources of energy stated inthermal units per one
square meter of the residental area resp.per one household member in the
city of Zagreb has been compared.

Summary: The fact is that Croatia disposes of indigent natural
resources.This is one of the reasons dictating that a carefull
approachshould be made when forming the development strategy ofenergetics
in Croatia.
Making significant crude oil and gas reserves in relation toYugoslavia and
more than modest in relation to the world reservescrude oil and gas make
the basis of the development of localsources of energy in Croatia, however,
in addition tohydroenergy. It should be pointed out that the production of
coal(Raša) will cease until 1992 with its exploitation, and a newproduction
of coal has not been planned. When coal is mentionedin the strategy, one
should have in mind that the point inquestion is the imported coal for
cooking or the consumption ofcoal as fuel in the thermal power plants.
However, the mentioned sources of energy are not sufficient tocover the
energy needs so that significant quantities of energyshould be reached for
from the import.

Summary: At the end of 1989 an initiative was started by Metalimpex
Pragueregarding the import of the liquified gas for the requirements
ofCzechoslovakia through the Adriatic Sea. The initiative wasaccepted in
the contacts with the company OMV (Vienna), OKGT(Budapest) as well as with
local enterprises such as Petrol andlater on Energoinvest and Naftagas and
thus the so-calledNorthern Adriatic LNG Project was brought to life.
Each partner had their own requirements and reasons and assessedthat they
could not fulfill their requirements from the existingsources of supply for
a long term. For almost all the partners, astrong motivation has arisen out
of the need to diversify theexport.

Summary: Efficient development of natural gas subsea fields requires
theparticipation of many engineering planing and implementationdisciplines.
This proceeding discusses the time planningrelationships in the evaluation
and definition phases of a realgas field project typical for offshore
activities. This studyincorporating concrete schedules and block diagrams
does notdiscuss the execution phase of the project but it does stress
theimportance of having a qulified, multidiscipline projectorganization and
fully staffed project management team. In thissegment the discussion
contains a critical remarks on formerplanning strategy in Croatian petrol

Summary: In the Republic of Croatia there is a considerable problem
ofelectric power supply, which is not likely to be resolved in thenear
future, but tends to be intensified by society developmentand higher living
standard. This article shows the possibilitiesof disburdening the electric
power system by using gas for theentire energy supplied area (cogenration)
as well as for cooling.
By constructing self-operating power plants of smaller size, thepower
supply could be adapted to some particular industrialprocesses, and thus
the primary energy could be saved,environment less poluted, and energy
surpuls could be returned tothe energy supply net.
By using gas absorption procedure for cooling or by substitutionof power
generating electric motor for compressor by gas engine,electric power could
be considerably saved, and industrialprocesses could become more
efficient.

Summary: In this article a practical overview of stationary natural
gasengine exhaust emission is presented based on differentconstructions
forms and legislative requirements as well.Selective and non-selective
catalitic reduction and clean burntechnologies are compared in fuction of
optimal application inurban areas. Particular emphasis is focused on
implication of theClean Air Act of 1990 as the basic legislative reference
of USAand worlds ecological NOx reduction. Recent emission
reductionconversion kit developments and a practical approach tocontinuous
monitoring are also discussed.
There is presented many technological and ecological interactionsbetween

Summary: Gas industry in Croatia is not organizationally unique
entity.INA covers supply and transport of gas and distribution iscovered by
the local distributive companies. The exspectedreconstruction of INA into
the shareholding company will legalyenable privatization process. However,
in the sector of gasproduction and import as well as the transport we have
nointention of introducing the foregin capital except in the casesof
partnership agreements such as liquified natural gas.
There are signs of interest on behalf of foregin partners toenter into the
ownership of distribution companies. INA isreviewing its policy regarding
the entering the field ofdistribution in the new distributive areas but has
no economicstrenght to take over those activities with its own capital.
Or,at least, this is not its priority at the moment.
There is a growing need for planned energy strategy with clearlydefined
views on the role and position of oil products andnatural gas in the
energetics but the longterm policy of pricesand parities must be
estabilished. This strategy should also setup the rools for the
privatization game in the gas industry.

Summary: On an arbitrarily selected model of nine countries, by
means of astatistical analysis, we have come up with a global logisticcurve
of the world electric power efficiency. Through the ratioof extrapolated
specific electric power consumption and nationalproduct per capita
variables, we have estabilished Croatia'sposition on the logistic curve.
The projection of Croatia'senergy efficiency is functionally tied up with
its total powersupply needs. In this manner, we have indirectly estimated
theenergy need for the next century.

Summary: Power-supply, ecological and commercial advantages of
gascompared with other energy sources resulted in its leading partsin
energy supply of towns.
However, compared to the standard of living gas price hasconstantly been
rising. The rise of the price results in morecareful use and reduced gas
consumption per consumer, but itstill doesn't eliminate consumption peaks.
In this way, the discrepancy between power and energy ofdistribution system
as well as the investment per cubic meter ofthe sold gas is increased.
This paper presents possible solutions of the problem and givessuggestions
how to use gas for cooling, transport and integralpower supply. The
analysis of gas consumption for these purposesgives the explanation how to
save primary energy and in somecases electrical power, carry out
environmental protection andincrease the distribution system efficiency.

Summary: The structural changes in the natural gas consumption are
the results of many factors. First of all availability and supply
reliability as well as the energetic, economical and ecological advantages
of gas compared to coal, oil and electric power, which could be easily
substituted with natural gas.
The development of the free market for energy products, equipment,
materials and services, along with the acess to energy sources, creates the
actual presumtions for natural gas consumption.
Therefore the yearly increase of gas consumption for the period from 1990
to 2005 is expected to be 5,2% (world) and in the countries of the European
Community (12) 8,1%.

Summary: Presented here are advantakes of satelite LNG stations at
specific conditions of gasification in the Republic of Croatia, especially
in the coastal area. The territory of Dalmatia is considered with the
estimation of potential consumption. Investment costs of the basic
capacity, construction of infrastructure and distribution network are
determined by the European criteria of consumption. Approximate
exploatation costs are given. Maintenance costs of the satellite stations,
pipelines and installations are estimated on the basis of experience.

Summary: Each economy growth depends upon the energy production
growth. Global energy production could be classified according to the three
developing stages.
Initial rate of growth of the first period is approximated by the power
function. During the second period of the entirely industrialism, the rate
of growth follows in exponential function. Nevertheless, each exponential
growth must stop according to post-industrial development which one leads
to the start concerning the power function or even the linear function.
The days of plenteous fossil fuels have clearly vanished, and as other
energy forms cannot be substituted sa quickly as possible. By the power
function future energy demand could be adjusted to move off an extended
fossil fuels peak to attain an equilibrium balance with renewable sources
among them is biomass or biogas as well.

Summary: Most analyses shows exact connection between oil prices and
natural gas prices. Oil shocks or oil prices increases 1973 and 1979 were
followed with the significant mismatches in the predictions and analyses.
Natural gas prices follow oil prices. Natural gas prices usually achieved
level of the 80 to 90% of the oil prices.
The main principle will be to adopt the same policy as the system of the
Western European countries in the future of the Croatian energy policy.

Summary: Technology development is the main factor which determine
energy consumption and energy structure. Substantial changes in energy
structure during '80s also changed the scientific approach in energy
analyses.
Energy planning process in Croatia has to be build on technology change
analyses.

Summary: These researches have shown the way in which the final
mathematical solution could be approached starting from the term of Van der
Waals although the very term is extremely roundabout including also
numerous additional estimates based on measured tabular values of the gas
tables. So the procedure has been uninterruptedly controlled through both
mainfold secondary checking and comparisons to real gases. The final
results of my researches is represented by four equations which originaly
come from mutual relations between the temperatures and enthalpy. These own
and original results could be presented as follows:
- minima of isotherms;
- maxima of enthalpies;
- rule of one half;
- dual equation of real gases.

Summary: The complex modelling of the system for production and
supply of the natural gas market demands unique optimal levelling of supply
and demand. Supply is performed by the domestic production and import of
necessary infrastructure: gathering (sub)systems, storaging and
transit/transport subsystems.
Complex model of supply and consumption lies on the satisfying the equation
on which the supply is composed from production and importequal to
consumption balanced by economic and technical solutions. Under the
economic ones it is meant the price policies, parity of price and measures
of inducement including tariff making. Under the technical ones it is meant
technical measures which satisfy the oscilations in the system of supply
and demand.
Optimalization of the system is possible if based on expert predictions and
monitoring of the market and full effects of optimalization are possible by
application energy management which means the combined macro and micro
economic pulls that generate rational consumption.

Summary: The paper presents results of a study, where the
justifiability of heating of urban areas with gas or other energies, except
the district heating, was analysed.
The study was financially supported by Ministri of Science and Technology
and Maribor Gasworks.
Beside the erection costs, the operating cost, fuel costs and capital
expenditures have been considered in the study.
The costs of environmental impact and the costs of environmental protection
have not yet been assessed. The work on the assessment of these costs is
being continued in the project wich is financially supported by Ministry of
Economic Affairs.
