Summary: The current enterprise is not only a working-technological, organizational and economic structure, but an eminent social structure es well. Industrial sociology has stubornly insisted on this fact for over a half century now, when is resulted from the critical reception of Taylor's Scientific Management. Because of the socializing function of the working surroindings, employees cannot be indiferent towards the company. The participation of employees in decision making is of great importance in shaping this structure. This is related to the structure found in many economics, especially in market economies of highly developed countries where it is institutionalized by numerious laws, tarif agreements, statutes and other norms. In Germany it is called co-decision making (Mitbestimmung). Related to developing stages of political, cosial and economic relationships in the economic structure of the country co-decision making by employees in the German economy is structurted in a complex developmental form with three distinctive models. The first model corepsonds to the working unit as the basic unit of economic structure. Its symbol is the working council with codification rights regarding distribution of information, meeting in committees and counseling, co-decision making in certain social, personnel, economic, working and technical matters.

Summary: The Republic of Croatia is a newly-formed democratic state which was created during the process of disintegration of the former socialist Yugoslavia. If we do not take into account the war, as a great disaster that affected Croats and Croatian citizens, there are two major changes that characterize the creation of a new Croatian State. The first one is the introduction of authentic market mechanisms with all the immanent market institutions, and the second is the establishment of a systems of modern democracy. The fact that the functioning of the market is a conditio sine qua non for the successful establishment of democracy need not be elaborated. On the other hand, this system also exerts influence on the market mechanism itself. This paper iscusses the problems which the Croatian state is facing in the process of establishing a system of modern democracy.
