Summary: Formation of fiscal system compatible to market environment
and its rational incorporation in economic system as a whole. Analisys of
basic institutional forms of public finances and methods of evaluation of
public programmes, determination of methods and forms of effects of fiscal
system and fiscal policy on structural changes in Croatian economy.
Research goals: The objective of the project was to analyse the
concept of the reform, and to determine the methodology and the statistical
basis of the research. The reform of the public revenues system was to be
analysed in terms of criteria for the selection of the best taxation
system, the analyses of the basic forms of taxation, the system of taxing
consumption and of taxing the incomes of corporations and individuals. The
following facts were to be established for the reform of the public
expenditure system: 1. the issue of the scope, structure and evaluation of
public expenditure; 2. reform of the funding system for public services in
non-economic (social) services; 3. reform of the social security system; 4.
the reform of fiscal relations between socio-political bodies; 4.1. the
subjects of fiscal functions; 4.2. problems in funding local authorities;
4.3. the fiscal system in the funcion of integrating the Croatian economy
into its environment. The project has produced a large number of papers
(see enclosed list), and the participants in the project have contributed
to the creation and implementation of fiscal reform in the Republic of
Croatia.
