    Summary: The book represents the report coming out from a field investigation of the Croatian refugees and displaced persons in the beginning of 1992. The first part gives a short overview of post-war refugee problems in the world and the development of international refugee law. Second part develops several typologies of refugees and displaced persons on the basis of recorded testimonies. Last part analyses the results of the survey carried out among 726 respondents from various war affected areas of Croatia.

    Summary: In its long history of settlement, the specific area of the Dalmatian islands has experienced various quicker and slower periods in regard to population replacement. In extreme cases, conditioned by strong emigration, a fall in natality and an exceptionally high mortality (epidemics, wars) the total population was characterised by depopulation in all its modalities. The negative effects of long-term depopulation influenced all the spheres of socio-economic, and especially demographic development.

    Summary: The author examines the contingent of Croatian citizens working abroad ("workers") and members of their families living with ("family members") as recorded by the 1991 census, and compares the situation with data from the two previous censuses (1971 and 1981). The main groups showed opposite trends: the number of "workers" fell by 22.0%, and number of "family members" increased three and a half times. Among host countries Germany heads the list in all the censuses, but the percentage of "workers" among Croatian citizens in this country fell from 70.1% (1971) to 53.5% (1991). The greatist increase of "workers" and "family members" was registered to overseas countries (partially due to better coverage in the last census).

    Summary: This paper draws attention to the growing significance of the refugee problem in the world. The development of international institutions and mechanisms for dealing with refugee problem is shortly sketched. The second part of the paper deals with the Croatian refugee question. Finally, the author distinguishes among several types of refugees. He concludes that Croatia needs a well-grounded refugee policy and strategy as a precondition for the return of refugees to their homes.

    Summary: From the middle of the 19th century till 1981 (the present-day Croatia) about 1.150.000 people emigrated to the European andoverseas countries while about 300.000 people immigrated from other countries (beyond the territory of the present-day Yugoslavia); the net migration balance is -850.000 people (approx. 6.500 people a year). The national structure of the emigrated contingent (estimation) is: 740.000 Croats, 80.000 Serbs, and 330.000 members of other nationalities (Italians, Germans, etc.). According to the data from the total number of 6.648 settlements even 5.476 (or 82.4%) in 1981 had lessin habitants than in 1953, and about 1.140 settlements have aconstant reduction in population for 50 and more per cent. Thuswe may conclude that the emigraton into the European and overseas countries essentially influenced the demographic trend in Croatia.

    Summary: Examing both regeions (Čakovec and Slunj) in the post-war period, after comparing net migration in three ten-year periods, one can (conditionally) state: a) that in the commune of slunj a higher rate of employment is inversely proportional to negative net migration; b) that the development of the overall communal income cannot be directly linked to net negative migration; c) that the intensity of migration can partially be linked to changes in the economic structure of the commune of Čakovec, whereas this linkage cannot be shown for Slunj.

    Summary: The paper looks at external migration from socialist Yugoslavia in the context of its post-war social development. Three different migration situations are distinguished corresponding to the three phases of the post-war social development of Yugoslavia, and at the same time to the changes in the migration strategies of the receiving countries.     Summary: The indefiniteness and uncertainty of employment abroad by postponing return to the homeland for many years, leads to permanency and to the taking of foreign citizenship (naturalisation). On the basis of gross evaluations we could assume that naturalisation of Croatian citizens is most frequent in Germany and Austria, and also in Switzerland. The war events in Croatia and their consequences might increase this process.

    Summary: In this paper the author analyses, in the context of an intercultural approach, some of the problems pertaining to educating children of migrant origin. This concept cannot be sufficiently envigorated within a schematized practice that is (mainly) reduced only to recognizing the dignity of the original culture of immigrants, since interculturalism envisions mutuality, equal participation and exchange between all cultures in contact.

    Summary: The paper describes the "French" (territorial-political) and "Jewish" (religious) ethnic types, using material from French, Jewish, Croat and Serb history. Among Croats the French type developed from the Middle Ages, while the presence of a national Church among Serbs caused a move towards the Jewish type. Yet the difference is not always consistent: in parts of the Croat ethnie a religious type developed ("Catholicism on the border"), as did the political type among Serbs in the 19th century.

    Summary: The paper gives a total overview of the migration history of Croats (in Europe), and Croats and foreigners in the Croatian Area (and in Bosnia and Herzegovina. Following a short note on prehistory and antiquity, examples are given of group and individual migration in the Middle Ages, in the Ottoman Period, during Austria-Hungary, and in the 20th century. The aim of the paper is to present a "panopticum" of the migration phenomenon in the Croatian context.

    Summary: The author first presents an overview of the main post-war, eminently political, migration flows from East to West Europe.     Summary: In the paper the author examines the reasons (causes) for the arrival of refugees from Bosnia and Herzegovina to Croatia, the regulation of admittance and the organization of reception. After a brief overview of the "migration picture" of Bosnia and Herzegovina, in the first part of the paper the author examines ethnic changes - as they occurred over the last two decades - as a possible indication of ethnic conflict. The basic concepts used in the paper are defined after which the author gives a description of the conflict involved, as well as an overview of the dynamics and the means of arrival of the refugees. The second part of the paper presents the scale and the structure of the refugee contingents, and describes the legal regulations.

    Summary: The paper presents an outline of the most important ethnic,socio-political and economic characteristics regarding migrationsof foreigners and ethnic groups to the present territory ofCroatia during history. After a brief review of migrations in theearly Middle Ages, in the second part of her text, the authoranalyses the arrival and status of foreigners in medieval citiesin Croatian lands. The third part of the text deals with ethnicchanges in Croatia provoked by the advance and then retreat ofthe Ottomans. In the final part of her paper the author treatsthe influence and role of foreigners in the modernization ofCroatia, which during all of the 19th century remained a countryof immigration. Immigrant flows arrived mainly from inner partsof the Austrian or Austro-Hungarian Empires. In concluding, theauthor presents some statistical data on immigration to the areaof present-day Croatia during the 18th, 19th and early 20thcenturies.

    Title: The Policy of the German Government Towards Foreign Employees

    Summary: The relationship between the state and foreign employees is mediated by governmental policies, i.e. by a set of measures and actions implemented by a government in regard to foreign employees. The paper examines these measures and this relationship in the German case. A brief review is given on the arrival of foreign employees, including Croats, to Germany. In the following part of the paper the author examines the various phases of governmental policy in Germany from the 1950s to the 1980s, as well as the new Law on Foreigners. The said law is totally oriented towards the integration of foreigners in Germany and the stoppage of new flows of foreign labour to the country. These two determinants, which have been a part of German governmental policy from the late 1970s, are still the basis of today's policy in Germany in regard to foreigners.

    Summary: The paper deals with the preservation of cultural identity in theCroatian diaspora in Europe. First the author examines, ingeneral, the determination of identity, after which he presentsan ethnocultural and national disposition of identity. After thisintroductory section, he once again discusses the components ofCroatian cultural identity, i.e. the values on which it isformed. The second part of the paper is mainly based onexperiences. Its treats Croatian cultural societies andassociations in Europe, which have played an important role inpreserving Croatian cultural identity. In any case, theexperimental aspect of the problem is emphasized, whereasdefinitions are a theoretic and methodic aid in the presentationof this very old and significant means utilised by the diaspora,which has helped it and continues to help it in maintainingnational values, and about which very little has been publishedtill now.

    Summary: The theme of this paper concerns the politological interpretation of the most recent wave of xenophobia (enmity towards foreigners) in West Europe. The text deals with social frameworks and causes of this phenomenon, which also include the great flow of asylum-seekers from the former Yugoslavia. From the Croatian Republic alone 59,949 refugees and expellees arrived abroad, and along with Croatian already living in West Europe they may become victims of xenophobia. In the second part of the text the author treats the concept of xenophobia, and in the third section he describes some political (neonazi) parties. At the end of paper, the author mentions measures to combat neonazism and xenophobia in West Europe.

    Summary: Depopulation has been one of the most frequent demographic processes on the Adriatic islands in this century. However, within this broad archipelago we can distinguish island subgroups in which depopulation has reached levels of extinction, and we can also find individual islands and island groups which show signs of revitalization. Such is the case of the island group Cres-Lošinj, which had recently shown an increase in population growth.

    Summary: A ceratin flexibility and decentralization of educational system of the former Yugoslavia was powerfully overshadowed by a strict ideological state. The interference of state ideology in the educational system made that system un-modern: sluggish and not independent. The conflictive situation on the territory of (socialist) Yugoslavia brought to the forefront the shorcomings of the educational system.

    Summary: Applying some basic knowledge on the traits of Bosnian-Herzegovinian patriarchal society, as well as results taken from the sociological theory of rape and war, combined with data on mass rapes of (mostly) Moslem women and girls by Serb soldiers, the author concludes that rape (in this case) is not a "usual" form of self-indulgence by soldiers on weaker persons, but that it serves, rather, to increase the efficiency of the genocide which is being carried out.

    Summary: The paper examines the contingent of Croatian citizens working abroad and members of their families living with them as recorded by the 1991 census, and compares the situation with data from the previous censuses (1971 and 1981). In 1991 285,216 Croatian citizens worked/resided abroad (11.9% more than in 1971). The percentage of ethnic minorities among "workers" was not proportional to their presence in the population of Croatia - thus selectivity appears in regard to the ethnic trait.

    Summary: These are some findings from the authors' research project, foccusing on the group of Croatian respondents. The variables observed are tentatively classified as: socioeconomic ones, language practice and language competence, and interests and plans concerning return to the home country. The sample was made up of 178 respondents (91 of the Croatian nationality, 87 of the other nationalities). The empirical results thus obtained point out to the fact that supplementary school pupils, from the standpoint of their nationality, show no differences regarding their mother tongue maintenance or their intentions to return.

    Summary: Applying some basic knowledge on the traits of Bosnian-Herzegovinian patriarchal society, as well as results taken from the sociological theory of rape and war, combined with data on mass rapes of (mostly) Moslem women and girls by Serb soldiers, the author concludes that rape (in this case) is not a “usual” form of self-indulgence by soldiers on weaker persons, but that it serves, rather, to increase the efficiency of the genocide which is being carried out.
