Summary: The paper points out the fact that the relization
ofparliamentarism in the four republics, which formally belong tothe
Socialist Federal Republic of Yugoslavia, bears the burden ofnegative
inheritance of the seventy-year-long autoritariancontinuity of this
community which de facto no longer exists, asit ended with the first
democratic elections in 1990.

Summary: The history of Yugoslavia is strewn with acts of political
violence against small peoples and ethnic minorities, against the economy
and culture, and against the rights of man. It is a tragic history,
inconceivable for Europe and for the world. Owing to the consqunces it has
had in 72 years, there is no hope for Yugoslavia. In its disintegration,
the non Serbian peoples saw defeat of the authoritarian structure and an
opening-up to democratic options for the new states, who were to be
integrated into the new economic and political structure of a united
Europe.
