Summary: A project entitled "Primary Laboratory for Electromagnetic
Quantities", financed by the Ministry of Science, Technology and
Informatics of the Republic of Croatia, has been carried out in the last
two years. Within the given three-year period, activities concerning the
establishment of the standards laboratory are being carried out to cover
the peak of the accuracy pyramid in the measurement system of the Republic
of Croatia. Along with the task of ensuring the measurement traceability
through the inclusion of individual standards of the Laboratory into the
international measurement system, the project is also intended to achieve
the best possible standard basis in the area of electromagnetic
measurements. The works on measurements with the ETF balance have been
intensified as well as the work on the development of reliable measurement
methods and equipment for the need of the National Metrology Service set up
according to the directives of the European Community. Fulfilment of the
project objectives will provide a support for the National service of
certification and quality assurance in manufacturing, traffic and exchange
of goods and services. The Laboratory set-up, its equipment and measurement
possibilities are described, and guidelines for further activities are
being discussed.

Research goals: Through the proposed investigations it is intended
to reach the three basic goals: - to enable, at the international level,
the unit Volt with the uncertainty better than 0,1 part per million, to be
realised, - to establish the calibration electromagnetic laboratory, as an
self-existing accredited state laboratory, leveled to the similar national
institutions in the United Europe, and with such authorities in the field
of exchanging the goods and services, as to be recognized in this Europe, -
to educate the high graduate personals for the future research and
realisation of the measurement and control apparatus, standards and
methods, measuring devices and transducers, as well as of the progressing
theoretical, computational and experimentally-analitical methods of the
works in metrology. In the field of determination of the DC voltage in a
high accuracy using the Voltage Balance ETF-84. it is first necessary to
carry out the measurements with the ETF-84 Voltage Balance using the
classical "weighing procedure" in order to obtain the best possible result.
The achieved results are to be analyzed in details and presented at the
international metrology conferences. The possible systematic errors in
these measurements will be also carefully investigated, analyzed and
reviewed. After that, it is intended to apply the new measurement procedure
"The charge measurement" as to eliminate the systematic errors and to
obtain the better measurement results, intending to use them for the future
international redefinition of the kilogram.
