Summary: A proper housing is one of basic human needs, while the
housing construction and maintenance of dwellings is one of the key
sub-systems of housing. The society allocates and spends enormous sums of
money for housing construction and maintenance, so that the rationalization
in this sector is a significant factor for the overal stabilization and
restructuring of socioeconomic relations. In order to change existing
relations in the society as a whole and in the field of housing, and to
fill the gap caused by the continuous lack of coordinated research in this
field, a strong emphasis must be placed on the study of rationalization and
on establishment of new management structures in this field. The principal
objective of this research project is to analyze the housing stock and
housing construction evaluation model, to establish the long-term program
of housing requirements and housing construction, to prepare the
maintenance model (organization, programming, restructuring private
relations and establishing the logistic support for new dwellings), to
prepare a catalog of rationalization in housing construction and to carry
out preliminary studies for preparing regulations related to the new
Building Law.
Research goals: In order to overcome present difficulties in the
field of housing and housing construction, and to create preconditions for
carrying out reforms in this field, enormous research efforts must be
invested in the study of measures needed for rationalizing the system and
for organizing the implementation of programmed activities. The
significance of these activities is further stressed by the need to
transform the entire system and its elements in order to establish a proper
basis for implementation of market mechanisms in this field, and to adapt
its development to the political and economic reforms currently under way
in Croatia. The research will be directed towards elements that are
essential for successful restructuring in the field of housing. This
primarily concerns models for evaluating the current stock and future
construction. The price of new dwellings significantly influences the
scope of housing construction and overall relations in the field of
housing. The construction price is particularly significant as it is an
essential part of the selling price, but also as it is an element for the
realistic evaluation of the existing housing stock. In order to introduce
market mechanisms in the field of housing, it is highly significant to
evaluate the existing housing stock, so that the housing price may be
formed according to realistic economic criteria. Based on the proposed
principles, appropriate programs for meeting housing needs in individual
municipalities and in the entire country until the year 2000 will be
developed.
