Summary: Possibilities for practical application of the management
systemfor road maintenance and pavement renewal within the road networkof
Croatia are analyzed in the project.
In the scope of this task, the number of road-related datanecessary for
applying the management system (terminology, type of data,collection
method, consistency and accuracy of data)will be defined.
In order to develop and implement the management system for maintenance of
road pavements,it is necessary to develop new orto critically analyze
existing models for selecting optimummaintenance strategies.
For the conditions prevailing in Croatia, the HDM-III model(Highway Design
and Maintenance Standards Model), developed fordeveloping countries by the
Internaational Bank forReconstruction and Development from Washington,
seems to beparticularly interesting.
In this research, the emphasis is placed on the evaluation ofpossibilities
for using the HDM-III model in real roadconditions, taking into account
road traffic parameters andclimatic conditions in individual regions of the
Republic of Croatia.
Research goals: The main objective of this research is to define a
minimum amount of basic(and optional) road and traffic information,
necessaryfor the practical application of the management system in theroad
maintenance and renewal. In addition to other requiredpreconditions, this
would enable the road authority to bringfinancially sound and technically
correct decisions for planningmaintenace, renewal and reconstruction
activities within the roadnetwork. In that respect, it is necessary to
quantify, in thescope of this research, to what extent individual factor
(such astraffic load, climatic conditions, material properties and
theirmodifications, construction quality, maintenance level)
influencedeterioration and behavior of the existing road pavements.
Results of this research are extremely signaficant for the
finaldevelopment and practical use of the management system in theroad
maintenance and renewal in Croatia as, by its structure,this system would
enable the Croatian road authority to introducea novel approach to the
road planning and maintenance policy. It is therofore quite certain that
the research results willdirectly be applied in practice. It is also quite
evedent thatthe implementation of results obtained through this research
willsignaficantly contribute to the increase in quality of roads
andtransport flows, and to the reduction in harmful effects of roadsand
road traffic on the environment.
