Summary: The research project entitled HEALTHY HOUSING, regareded as
an applied research and development project with elements of fundamental
research, is basically concerned with the national attainment of an
integral quality of living-space and housing with a particular accent on
sound and ecological aspects. The project is interdisciplinary by nature as
it includes major determinants related to hygiene, ecobiology, meteorology,
geology, geobiology, power supply, spatial planning, construction,
architecutre, information and communication, as well as indicators and
criteria of the economic and use-related evaluation. The scope of the
project ranges from determining and defining standards, norms, and
guidelines, programming, planning and designing, new constructions,
sanations and reconstruction to the use and maintenance of structures and
their surroundings. The research is aimed at interlinking the already
obtained own partial experiences and research results and namely at
investigating and applying European and world attainments and the already
existing recommendations and standards which expanede very quickly in order
to implement the research results to meet various current and anticipated
needs (from production of building materials to the establishment or
modification of the construction, space planning, sanitary, power supply
and other regulations) and to apply the sanitary-ecological criteria and
the open-market stimulating factors. The proposed research work should be
followed by regular activities in this filed to be performed by
professional management bodies, while the scientific professional work
would be intensified and its scope would be widened particularly through
participation in international activities.

Research goals: Objectives: General objective: to establish,
determine and define spatial, civil engineering and architectural concepts
related to the power supply, technological and health issues as well as
to circumstances and conditions for the use, maintenance and management of
housing units - which will ultimately result in the improvement of the
quality of living in individual houses, apartment buildings and
residential districts. Following sub-objectives may be ennumerated to: -
define and use environmental health criteria and indicators in the process
of assessing the economic and use value in the housing and urban
development activities, - propose changes and additions to current
obligatory andoptional guidelines and requirements of regulations, so that
they become applicable to all stages and to all levels of the housing and
infrastructural development activities, - prepare the structure for various
operational needs,(professional manuals, operational planning and design
practice,control of documents, construction, use and management of the
housing stock) related to both general sanitary-ecological policy and to
individual disciplines and professional activities, - give recommendations
for establishment of regular research activities (this primarily concerns
to applied and development activities) related to the healthy housing
issues, - regularly participate in international joint activities by
assuming responsibility for solving specific problems or concrete research
work related issues, - enable facilities to all participants:
manufacturers,investors, contractors, and users to apply research work
results on concrete projects - both for the improvement and sanation of
current situation and for construction of the above-average structures on
appropriate locations, concerning especially tasks of renewal of the
houses and settlements destroyed in war, and to help to reestablish the
normal living conditions of refugees. Expected benefits: After realization
of the above (sub)objectives, appropriate results useful for the market,
business and economy as well as for the improvement of professional
activities and of the standard of living will be obtained, on the
following levels: - global strategy for shelter and national policy -
housing codes and regulations in Croatia with eco-healthy requirements -
accomodation for design construction and building-up of special objects
and settlements for children, handicapped, and for tourism, -
modernization and reconstruction of the housing stock in connection with
tenure and ownership status transformations. Some research results have
already been applied and used in practice. It refers in particular to: -
identification of objectives, programmes and tasks of the National
programme "Environmnet and Health" as a part of the International
programme ENHAP (Environment/Health Activity Programme) and Croatia's
participation, - reactivation and intensifying of participation of the
Croatian cities (such as Zagreb, Dubrovnik, and other) in the
International Programme "Healthy Cities", - changes and updating of
regulations in the building area (including methods of professional and
research work), and also urban planning and communal infrastructure, waste
management, energy, geotechnology, tourism, and workers' protection. The
research and development as conceived in this Project should be
systematically continued within the future national research programme.
