Summary: In the context of recent events related to European integration, and in concordance with economic, political and democratic changes in the Republic of Croatia, there is a necessity for transformation and health service improvement based on recognized scientific principles. This necessity can be ralized within our project by the support and help of the World Health Organization (WHO), and through experience and permanent data exchange in the framework of similar movements in the European health care systems. Namely, WHO is by Regional Office for Europe (EURO/WHO), the main mediator of the new general strategy for the European integration in the field of health services. This aspiration towards common European health policy is being started in 1980, when the new strategy "Health for all by the Year 2000" has been carried out (1984 additionaly supplemented by 38 European targets). Evaluation of that strategy has been enabled on the part of all member states (they all have accepted global and regional strategies) in concordance with the plan of program realization, by regular reporting of its implementation and progress. For this purpose, establishment of the Office for the Cooperation between the WHO and the Republic of Croatia (Office), has been anticipated. By intercession of this Office the exchange of professional information, publications and documentation, would be realized. Gradual attachment of the Croatian health care system to the united European health care system, as well as the development of the Croatian own program: Policy and strategy "Health for all by the year 2000", would be done. Joining in some existing and established EURO/WHO projects, like "CINDI" Programme for noncommunicable disease risk factor prevention, "Healthy City", "Environmental and Health", "Diabetes Care and Research in Europe: St. Vincent Declaration Action Programme", "Health Promoting Schools", "Quality of Care Development Programme in Europe" projects. Participation in the preparation and implementation of joint programms in the field of health care in cooperation with other UN Agencies (World Bank, UNDP).

Research goals: The aim of the project: Transformation and improvement of thehealth care system (HCS) in the Republic of Croatia, a) based onscientific principles; b) supported by the WHO; and c) realizedthrough the experience and data exchange of the united EuropeanHCS. The preparation of the Croatian program: Policy and strategy- "Health for All by the Year 2000". Tasks and expected results:In the process of the realization of the proclaimed project aim,following tasks and expected results will be carried out: 1) Establishment and setting on the Office for the Cooperationbetween the WHO and the Republic of Croatia (Office). The objectsof the Office, as an administrative, expert and technical center,would be permanent experience and information exchange withparticular EURO/WHO Departments in Copenhagen , as well as withthe WHO Headquarter in Geneva. For that purpose, Office willprovide constant exchange of publications and documents, andserve as the Center for the appropriate documentation and datastorage. Office will be also an initiator, and in some cases thecarrier, of particular cooperating projects of EURO/WHO(primarily in the sense of comprehension of already existing andacknowledged programs, like "CINDI", "Healthy City", etc...). Thekey results are shown through in permanent quality and completeinformations about all activities of the WHO, particularly on HCStransformation in European countries, there adjustment to generaldeveloping processes and activities related to professionalsopinions and data exchange. 2) Constant, active impact on works concerning the health service(HS) adjustment in changeable conditions and circumstancesrelated to political, social and economic changes in progress.The intention is to implement current achievements in medicalscience and technology, with the goal of improvement andstandardization the quality of medical treatment. The results areexpected to be a powerful contribution on scientific HSconstitution in the Republic of Croatia. 3) The attachment of the Croatian HS in the WHO informationnetwork, as well as in the network of other European countries,using appropriate technology. This process of informatic linkingshould be realized through the Office and with additionalactivation of corresponding human and material capacities. Theexpected results will attribute to permanent informatic supporton behalf of the WHO services and constant supply for WHO andcollaborating institutions with the data about HS, healthconditions and other important informations in the field ofmedical care in the Republic of Croatia.
