Summary: Non-productive branches of economy in the Republic of
Croatia must considerably change their behaviour in the direction of
appreciating market principles and the effect of economic laws. For this
reason, it is imperative that the decision-makers in non-productive
branches of economy pursue on adequate, scientifically-founded business
decision making. All of this should in the end result in a better supply of
their services to the consumers and in earning a greater part of their
income directly on the market. This research has established the principles
of the functioning of marketing in individual segments of non-productive
branches of economy and has laid foundations of information support, and it
has also partly determined the modalities of business decision making which
are in the function of the designed marketing. This contributes to the
further development of the theory of behaviour of decision-makers with the
aim to minimalize suboptimum solutions and actions, and in particular from
the point of view of optimum allocation of resources.

Research goals: The basic aim of this research is to determine
modalities of business decision-making in non-productive branches of
economy under the conditions of their ownership and management
transformation and the operation of market regularities, which should in
the end considerably contribute to a better fulfillment of the needs of
"product consumers" in non-productive branches on the one hand, and earning
of a larger part of income directly on the market, on the other hand. The
primary sim of this research is to theoretically work out the "markets" of
individual non-productive branches, to gain insight into its
characteristics and processes of exchange within the market, and then to
establish business decision-making as a rational and systematic approach to
problem situations of decision-makers in non-productive branches on that
particular market. To focus of research is thereore on the investigation of
how to make rational business, and in particular, marketing decisions as a
contribution to the theory of behaviour of decision makers in
non-productive branches. By investigating the existing level of business
decision-making within the framework of business policy of decision-makers
in non-productive branches of economy in the Republic of Croatia, and in
particular on the basis of research related to the general application of
decision-making theory by some selected representatives, it was attempted
to prove the applicative and operative value of individual modalities of
