Summary: Most of the social services have an impact on the
development of economic system what makes them an important element of
social reproduction. In addition to this very important effect on the
development of the economic system they are a constitutive element of the
increase of the standard of living, and contribute exclusively to a greater
humanization process. Among the major problems are the questions of social
services' contributions, as well as the measurement of their endowment to
the production of the gross social product, and the optimal quantitative
relationship of these services to the total social reproduction.

Research goals: The domain of social services can never be fully
explored, and requires constant study. This statement is particularly apt
to describe the period of the "self-government system", when such services
suddenly came to the forefront of social currents; they bore the brunt of
this unique experiment. As the introduction of the multy-party system has
to a considerable extent caused all the solutions proposed by socialist
self-government to be reviewed, it is clear that research in the field of
social services is essential. Any attempt to joint Europe is sure to fail,
as long as science and education in general are so seriously underfunded.
The key indicatiors in this domain reveal that the rights, which were
guaranteed by law, expanded very rapidly, but the funds were shrinking. We
ended up in a situation which was ideal for the users but the services were
left to vegetate, while the level of employment increased substantially.
The result was the dismal quality of services. One of the major issues is
that of the actual contribution of the social services to the creation of
the national product and the structured optimal quantitative relation of
the physical production and these service as the proportion of the entire
social reproduction. If the duality of the social services and immediate
interests of the working population and other citizens is to be resolved,
then social, organisational and methodological standards must be set (based
on the experiences of the developed countries). Various aspects of the
social services can be studied and analysed only in terms of the entire
social reproduction; this research project will follow that assumption.
The study of these services will include in particular the folowing
aspects: 1. The relationship between existing structure of social
services, based on the available data on these services and the desired
structure arising from the Constitution and other legislation. 2. The
required contribution of the social services to the proportional
distribution of the social funds of the Republic of Croatia (as a
percentage). 3. Evaluation of the jobs in social services.
