    Summary: The actual structure of the liner freight market indicates adecline of the conference system and increase of the competition in this type of the shipping market. The fundamentalfactors of these changes are to be found in the political changesafter the Second World War and in the development of the logistictransportation system. In the liner transportation system, therole of containerization should be emphasized. The currentincreasing competition and the declining of the conferences, as a regulation force on the liner freight market, is not expected tobe maintained for a long time, because the low lwvwl of freightrates no longer stimulates the liner shipowner to continue thebusiness. In the near future it could be expected, accordingly,that the structural changes on the liner freight market will bedirected toward a new progressive and positive force on the samemarket which should take into consideration the actualorganizational tendencies of transforming traditional linershipowners in to the new logistic organizations of the integratedtransportation systems.

    Summary: A number of methods is available in literature and practice, fordetermining the limits of port gravitational areas: geographicaland geometrical methods, mainland-tariff method, actual mainlandtransport cost method, and total transport cost method. The basicdrawback of these methods is, that ini determining the portgravitational areas only the geographical distance of the portform zhe mainland industrial centres or transportation costs aretaken into account, and other logistical elements which undertoday,s transport condition can be crucial in choosing thedirection of transport are neglected. This paper suggests a new method for determining the limitsofport gravitational areas in such a way as to take into accountall logistical elements which are significant for determining thegravitational area of a port.

    Summary: This paper deal with a comparation study of the fulfilled andanticipated supplay and demand on the shipping industry worldmarket and the capacity of the marchant fleet of the Republic ofCroatia, based on several scientific researches carried out atthe Facilty of Maritime and Transportation Studies in Rijeka inthe year 1989 and 1990 and at the the Japanese Maritime ResearchInstitute (JAMRI) in Tokyo in 1987 as well as according to theUNCTAD 1989 and 1990 annual report. Same of the estimated figures for the year 1991 appeared to bequite correct whilw the others were completely incorrect. Thisdisproportion between the realized and estimated figures is dueto the pessimistic approach to the problem which, as to Croatia,was based on the longsranding and inadequate position that thenational maritime seaborne policy occupied in the late eigthies. The shipping industry world market offers extraordinarypossibilities of its development.

    Summary: Future development trends have to be directed and coordinated ona macro and microlevel. The role and significance of the portstructure in the economy and traffic system, location andimportance of individual ports within ports system and linally,port infrastructure size and ways of its financing have to bedefined from the macroaspect, through logistic and port policymeasures. Micrologistic strategy of port business policies shouldconcentrate on modernization of port facilities, improved labourorganization, privatization of property and marketing developmentwith the aim of enlarging port gravitational areas. Specialattention should be devoted to attracting transit cargo fromhinterland countries.

    Summary: The paper deals with the problems that arise in the management ofseaports. The author defines seaport management including seaportmanagement on the state level as well as management of seaport asan economic and technological unit. In order to understand betterand duly perform the duties deriving from seaport management, thewhole task of seaport has to be devided into functions that haveto be carried out. Futhermore,types of state-operated portmanagement are presented as well as the disadvantages of acentralized seaport management, giving also examples of anautonomous port management system. And to conclude herconsiderations, the author gives a brief survey of how portmanagement functions within three Italian North Adriatic ports.

    Summary: In this paper the nature and functioning of the depreciation ofcapital assets in seaport is considered. The author highlightsthe factor of technical wear and tear and economical depreciationof port capital assets and discusses their depreciation period.Principles and issues concerning the determination of the valueof assets to which deprecation is applied are deal with andappropriate depreciation methods are indicated. A separate chapter deal with the place and role od depreciationin computing the cost of port services. The author analyzes thetools of port policy referring to depreciation. The artical alsoprovides an analysis of the problem of capital assetsdepreciation as applied to the seaport of Croatia.

    Summary: The conclusion reached in this sense is that the Croatianmerchant marine is completely out-of-date, the ship being mostlyunsiutable for any service. The main reason such a situation inthe Croatian maritime shipping industry are the following ones:conflicts between the international market system and the plannedeconomy, conflicts between particular economic interests of thenational shipbuilding industry and the national shippinginstem and of a specific right-thinking maritime policy.

    Summary: The present situation has an unfavourable influence an thebusiness operations and the planned future development of theport of Rijeka due to the numerous logistics deficiencies whichrepresent a burden for the port operations and thecompetitiveness of the Rijeka traffic route. The problems anddeficiencies are both objective and subjective, a part of thembeing the result of the attitude towards the port of Rijeka thatexisted within the former Yugoslavia until the end of theeighties. Moreover, of great importance are also the politicaland economic changes that have taken place during the last threeyears an the home and transit market, having a negative effect onthe business operations within the port of Rijeka as well as onthe extent and structure of the traffic thus being a heavy burdenfor the already inadequate situation. Therefore, it isindispensable to consider in detail and to make a throughanalysis of all the possibilities that the port of Rijeka canoffer and to define the present and possible port area to whichthe cargo may be drifted, so that the port could be well preparedfor the acceptance of cargo and its appearance on the portservices market together with the other competitive ports andtraficc routes.

    Summary: According to the European and world standards, the North Adriaticports of Rijeka, Triest and Koper are placed in the category ofsmall ports. The trend of their development so far, has been theresult of their favourable geographical and traffic position aswell as of the different political, economic and institutionalpossibilities and restrictions under which they have beenoperating. Taking into consideration the present conditions,these ports appear to be reciprocally competitive ports situatedon the same traffic rout, whilw on the other hand they alsorepresent a unique port system as regards the competitive trafficroutes. Great political and economic changes took place withinthe area that gravitates towards the ports of Rijeka, Triest andKoper, thus bringing them into a difficult position and requiringa new concept of their development. The analysis of the passiveand avtive logistic elements of the neighbouring North Adriaticports of Rijeka, Triest and Koper shows a stagnation in theirdevelopment as well as disuse of the North Adriatic traffic routefor the European flows of good. The logistic aims of a port arepresented in a matrix, and by applying it to the three alreadymentioned North Adriatic ports, we have proved that the conceptof their development has to be aimed towards the strengthening oftheir mutual cooperation.

    Summary: The sea-going passenger traffic in the port of Rijeka has beenstagnant and decreasing since the post Second World War period. Awell arranged place for the accomodation and clearance ofpassenger ship and passengers daoes not exist within the port ofRijeka. The up-to-date development of the sea-going passengertraffic is costantly increasing and is directly connected withthe tourist supply. It is possible to follow such a developmenttrend only if there is a modern sea-going passenger ship terminalwithin the port. The port of Rijeka has got many comparativeadvantages and has gained many experiences from the past, wichcan justify and even impose the necessity of constructing amodern sea-going passenger ship terminal. Such a terminal couldthen be the main reason for the increase in the sea-goingpassenger traffic and in the promotion of the tourist supply inthe city of Rijeka, the Rijeka region and the whole Republic ofCroatia as well. This would also mean a variety of direft andindirect profits from tourism and the accompanying economicactivities connected with the tourist supply and demand.

    Summary: The paper deals with the dynamics of passenger coastal traffic organized by the largest Croatian owned passenger shipping firm "Jadrolinja" between Croatian and foreign ports. The experience gained in more than 150 years ie emphasized as well as the insufficient positioning of passenger coastal traffic in the strategic orientation of the national economy, partly as a public service and as an independent economic activity primarily in the international tourist market.
