Summary: The traffic policy and thereby the port policy of the
Republic ofCroatia is not a stable one, what is the result of the
vitalinfluence of the political, frequently no scientifically
foundeddecisions. These decisions are not significant only within thearea
of a particular port company; they also applay to thetraffic
infrastructure which influences the movement of goods andpeople. This
research, based upon the personal affinity of everyparticular researcher,
aims to stress how complex is theinfluence on the development of ports and
at the same time topoint out the basic influences which can contribute to
thestability of the national port policy. How important is the portpolicy
itself seen within the natonal economic policy, can beseen through the
slowness in harmonizing the unique maritimepolicy of the presentday
European Union. The carried out researches have undoubtedly led to a
conclusionthat the port of Rijeka is to be considered as the main
Croatianport. That practocally means that the moder railway-track
andmotor-road should be located on the Rijeka-Zagreb traffic route.

Research goals: The aim of this research is to establish first of
all therelevant economic factors which will help us to determine
thehinterland areas and to identify the priorities within the portsystem
of the Republic of Croatia. In doing so we shall leavebehind the
edxperience so far, the result being an unnecessaryduplication of port
capacities, a very frequent and unfaircompetition and a decrease in the
competition with the portsabroad. Th all the failures done in the past and
to find out possiblesolutions in the development of teh port system of the
