Summary: A political system cannot beunderstood if one does not know itselectoral system and its connection with the actual constitution,By upholding the semipresidential system the 1990 constitution ofthe Republic of Croatia has formaly implemented the supremacy ofthe President of the Republic over the other part of theexecutive power as well as over other government bodies. Theauthor discusses a model of possible effects of presidentialelections in this country and concludes that thesuggestedelectoral laws lead further towards the strengthening of theposition of the head of state and of his functions.
