Summary: As a state Yugoslavia doesn't exist- this is the beginning
of theauthor's thesis in this article. Did Yugoslavia had any chancesto
survive as a state in its political history ? Author expressedhis views
that Yugoslavia during 70 years didn't have fullfiledany of the fundamental
propositions serving as a living tools ofany state. As a begining of the
new state 1918 was in the sametime therefore the very end of the same
state. Destruction ofYugoslavia comes up as a struggle between two opposite
blocks:
on one side there were unitarists and hegemonists on the otherside were
confederalists . Radical afirmation of the nation-stateconcept was final
strike to the ideas and practice of thecompound state between Croatia and
other parts of formerfederation.

Summary: After the Republic of Croatia was recognised as an
independent state it was obliged to create a new system of legal
regulations concerninf the protection and guarantees of the national
minorities rights. This brand new set of provisions had to be created by
following the principles and values of the international law order and the
highly developed standards of the rule of law countries. In this paper the
author writes about the premises of the "authentic" and "european"
interpretation of the "Haag's documents" and international document related
to the problems of minority rights here. It is the author's conclusion that
the latest Croatian documents have been created according to
internationally recognized documents of the same sort. However, in Croatia
there is a problem of the "living constitution" and "law in action" and not
"law in books" as the most urgent and difficult problem to solve now.
