Summary: EC has lately accepted the capital decisions for
establismentof the European Union. Thus the process which by sistematic
andreasonable acts lasts for decades has been directed towards itsaim - an
alliance of the European states, which only recentlycould not be even
thinkable.
With all its basic properties this alliance would disturb theusual
patterns and, under an assumption of alliance of the sixstates members of
the EFTA system, which seems completelycertain, to the states of the EC,
Europe will transform into anew stage, which we may call the United States
of Europe.

consensus that allowsgovernments and elites to set the pace and direction
of futhervoluntary limitations of sovereignty with little reference totheir
