Summary: The project sets out to examine the effects of secondary schoolin the first place, the causes of the deep crisis, particulary onintraschool level, and to try to anticipate new patterns in orderto improve the quality of secondary school education production.

Research goals: The aim of this research is a theoretically based empirical verification and explanation of determinants of quality and potential (within secondary school) as well as the proposal for necessary changes in order to promote higher quality education, instruction and training at that school level. The expected scientific contribution of this research can be considered from the theoretical and practical point of view. Theoretical contribution can be seen un the scientific-pedagogical evaluation and analysis of changes within secondary school in the previous "reform period", witch, without scientific reflection would remain on the level of "kiosk literature". The further theoretical contribution is substantial to the process of discovering cause and consequence relationships on society - changes in education - quality of secondary school production relation. The practical contribution can be seen in designing of paradigm changes in secondary school and the reflection of these changes upon the higher quality education.
