Summary: FROM THE REVIEW
The text consist of two main parts, the theoretical part and the empiric
one.
In the first part the author analyzes the fundamental professional and
scientific assumptions that enable him to perform a more complex task in
the second part - the investigation of structural possibilities and limits
of the new system of secondary schools in Croatia.
Eight chapters of the first part deal with the relevant facts that
influence the policy of development in the school system. they are: trends
of expansion of education that are commensurable with the technological
developnemt, indispensability of high quality education, ways of
implementing hardware expiriences and discoveries from the developed
countries into the less developed ones (this is of most importance for
Croatia as a country of medium development). The deep crisis of the school
system (particulary of the secondary school system), caused by the
modifications of the staff qualification structure into high technology,
made the author pay attention to the successful strategies of changes and
reforms since they are indispensable for secondary school transformation in
Croatia. Taking into consideration the past conditions in Croatia the
author terminates the first part of the book with the investigation of the
existing circumstances in our country. This is of importance since the
strategies used in the developed countries (no matter how well developed
they are) cannot be transferred automatically into Croatian circumstances
(burdened at present with the war destructions) without causing significant
harm.
Having provided, thus, a solid basis for solving the problem of changes in
secondary schools in Croatia, author analyzes (on the sample of Dalmatian
schools) concrete reform assumptions. These are, he states, material, staff
and organizational conditions.
The author is aware that the desired reform in secondary schools cannot be
started from the old organizational and technical positions because new
technology cannot be taught models of lawer information processing )i.e.
dissemination, lectures) but only through models of higher information
processing. Usig the latter models an attempt is made to transform the
school into a place where pupils "learn how to learn", how to create, how
to structure, desrtucture or process information. Thus, the teacher's
authoritative role is replaced by a councelling one and the educational
process is based on the principles and technology of the "third literacy"
)electronic text literacy).
This professional and scientific essey will serve as a fundamental paper
upon which the best strategies for the new Croatian school will be
developed. The contribution of this essey can particularly be seen in the
fact that the already brought Secondary School Act still follows the old
principle of dissemination, lesson, class with 30 pupils and few periods
for the basic communicative activities (practice, conversation, active
information processing).
Since, at present, the efforts are being made to create inexpensive,
rational and effective school in the Republic of Croatia, this essey will
help the commissions to elaborate these complex problems. Therefore, we
think the typescript should be published and thus become available to a
large number of educators and those who create the educational policy. It
will certainly intensify their considerations of indispensable changes of
secondary schools.

Summary: Changes in educational systems are necessary and they, in
fact,represent an attempt to overcome a crisis. They have common
orsimilarmcauses and thus also common actions and they are immanentto the
development of every society. In the classification ofsuch changes one can
use different approaches, for example: time,systematic approach, structural
changes, teleological approachand thus we obtain different classificatory
models.
Tendencies in the educational devlopment in our environmen go inthe
direction of raising the quality of the educationalactivities (wich is one
of the caracteristics of all reforms).Then towards the metamorphosis of the
pedagogical process withinner changes in the schools, development of
society with the so- called outher changes. The dialectics of social

Summary: We daily find ourselves in situation where we have to
evaluate(on systematic scale of values) certain behaviour, events and
wehave to pass judgements on something. Especially delicate isteachets'
role evident from different terminologies being used,such is as: giving
values, evaluating, examining, grading,judging students' succes.
Grades can have varied effects on individuals or groups:catalytic, limiting
and inhibitory. This determines socialclimate, relation between extreme
autocratic and democraticpoles, alienation and disalienation of subjects in
theeducational process. The investigations show that in the phase
ofevaluting the work pupils, and especially students, havedeveloped
aspirations but do not sufficiently participate intheir position as objects
into the subject position is notrealized - from the position of being led
into self-education,from being graded into self grading - and all of this
on alleducational levels.
Special problem is the training of teachers for properevaluation. Our
finding point to the conclusion that it isnecessary for pupils, students
and especially teachers to beincluded in the process of evaluation for sake
of their personalteaching habits. With older teachers it is necessary to
improvethis component through permanent education wich also then asksfor
the top training of the university teaching staff.

Summary: Technology is first introduced into the field of economy
and intothe other fields of society, education being one of them.
New technologies in education contribute, among the others to:making free
of creative potentials of the man, transformation ofthe empire of necessity
into the empire of freedom. They alsomake the pedagogical and educational
process more rational andmore effective as well as more economical and
productve. Newtechnologies also determine (influence) the changes with
thechoice of organization and form of educational process, the useof
methods and principles, the activation of sensory framework.They promote
more information processing and more cognitiveinformation processing - as a
new paradigm.
Educational technology falls considerably behind the productiondue to more
reasons: regularities within the systems, openness,flexibility and
sensitivity to changes and particulary toinnovations, the ability of the
teaching stuff to accept changes,material presumptions etc.
Obsolete techniques and technology as well as old-fashionedorganization,
traditional methods and poverty with regard to themodern technology have
been brought into the present-day processof education. And just because of
hugh technology conflict whichis on the level of the old engine production,
education is in asort of crisis. Therefore the changes should be organized
in thatdirection.

Summary: In this paper, using a method of comparative analysis, the
author elaborates some aspects of the school system. Five variables are
considered: absenteeism, complementary teaching forms, free activities,
rewards & punishments and school efficiency. The results confirm the
starting hypothesis of explicit crises in the secondary school. The
evidences presented here point out the ways of changes in secondary school
towards overcoming the crises and establishing the efficient educational
work.

Summary: Higher education is the fewest examined segments in the
school system. Therefore, the interpretations are often false. the article
presents the statistical data about the higher education in Croatia and
compares them with similar statistic in other countries. These statistics
are numerical (student population, deferences between input and output and
efficiency in higher education). they indicate the conclusion that higher
education is in crises and the changes are indispensable.

Summary: the origin and development of pupils' homes have been
complementary with the school as an educational institution. In the course
of the history they performed, besides an educational task, a very
important social task. their basic aim is to take part in the development
of an individual and the society, that is, they originated out of
individual and social needs. the main aim of pupils' homes has been
taxonomically explained by means of several functions: democratization of
educational system, more effective organization and performance of
secondary school tasks and the development of youth tourism.
Pupils' homes are particulary indispensable during and after revolutionary
and war events. the necessity for pupils' homes becomes prominent during
the homeland war in Croatia and this necessity is to be expected in the
next period. Thus, the social action should be directed towards the
development of a number of pupils' homes and their educational role.

Summary: This paper puts forwards the thesis that the educational
system undergoes a kind of crisis. One of the causes for the crisis can be
found in the isolation of the educational institutions, weak interactional
relations and the relationships of these institutions with other social
factors, family in particular. The cooperation of the family is differently
realized at particular segments of the educational system and this
differentia specifica becomes prominent with different institutions as
well. The attention is being focused on the cooperation between the pupils
home and the family. This cooperation is necessary because it makes the
educational process more rational, efficient and of better quality. In
order for the successful cooperation between the pupils' home and the
family to be promoted it is necessary: (a) to make use of initial
assumptions, personnel and organization with permanent improvement and
innovation; (b) that the family should react positivelly to the impulses
and initiate some activities by itself.
