    Language: hrvatski
Summary: The authors analyze possible effects of introducing the value-added tax on the hotel and catering sector in Croatia. Starting from the present system of turnover taxation, the experience of the most important competing countries applying VAT, as well as from the Croatian position on the international tourism market, the authors measured these effects by simulating eight different scenarios with regard to the operation of a big and complex domestic tourist enterprise. Furthermore, an estimation of state budget revenues, due to VAT on tourist expenditures is also being shown. It has been found out that introducing VAT at a uniform rate of 20 per cent would deteriorate the economic position and endangered the process of further repositioning viz. of quality improvement of the sector. The authors propose the introduction of a special VAT rate equal to those on hotel services in crucial competing countries or by taxation of hotels and tourist services offered to foreign guests and paid according to foreign-payments regulations at zero rating.

Summary: Croatian Islands, although neglected in the past, represent the most valuable resources of Croatian tourism. Yet, development strategy of their tourist offer should not be the copy of the mainland tourist offer, but new, recognizable and attractive to the market with the island identity. The dominating economic base for that should be the concept of comprehensive designation and practice of the small economy, through the affirmation of the small properties, house gardens, family-managed tourist facitilies, service shops, farms etc. All that does not exclusively relate to tourism activities, but to all those activities which, according to the relevant conditions, could be included in the total complex of the island tourist offer to that purpose should be subordinated the adequate economic, environmental, urbanistic, ecological, traffic and all other relevant policies of the competent institutions.

One of the prerequisites of their development is a concept of sustainable growth which does not lead to the destruction and the exhaustion of natural resources and which can guarantee the fulfillment of existing needs without endangering the continuing development possibilities of the future generations. The sustainable tourism growth concept is the only realistically possible development option for the Croatian islands. It is therefore necessary to urgently and radically change the course of their up to date development strategy based on mass tourism. The recently adopted Development Strategy of the Croatian Tourism Sector contains also the basic terms of reference for the formulation of a quality island tourism development and is in harmony with the basic premises of sustainable growth on the Croatian islands.

Starting from such a defined policy goal of reform, this paper investigates the range of such a policy presently used in Croatia. It is concluded that owner nomination as a rule usually the state, doesn't result in essentially improving business efficiency, as the owner's function which is aimed at maximizing the entrepreneurs profit, is not as such, part of the functioning of the system. A faster reconstruction process and increased quality of offer in the tourist sector cannot, therefore, be expected.
