Summary: Some specific consequences from the war destruction in the
Republic of Croatia relevant to the environment are described. The war in
Croatia, based on the most recent researches and incomplete information on
the consequences for the environment, can be, unfortunately, named the
ecological war, which is a novum in the history of wars.
On the ground of the available data and the UNIDO mission a survey of the
most essential harmful effects on the environment and their possible
consequences during the war destructions is given.
Proposals are made for a systematic and organiized determination of the
negative effects upon the environment as well as the improvement of
sanitary conditions and tracig of the consequences.
An initiative is recomended to establish and internationa war environment
centre in Croatia.

Summary: A survey of some basic properties of ecology of waters is
given - in the world, on Croatia and for neighbouring countries. Based upon
the knowledge and necessity to provide sufficient quantities of adequate
and healthy water for citizens and economy (industry, agriculture) the
necessity for radical and efficient measures of protection against the
risks that endanger quality of water (solution of waste amtter disposition,
town and ecological and toxic wastes, purification of waste waters etc.),
regulation and accurate recording of the use and transportation of toxic
matters as well as preservation of certain areas rich with water for future
generations, strategic reserves and prohibition of locating within these
areas those processes and technologies that could be hazardous to the
quality of the resources of these waters. The existing state at the moment
is considered as alarming for the implementation of the above measures and
systematic water protection policy. The problem of ecologic accidents and
technoogica damages with consequences water contamination are emphasiyed.
The autor advocates the encissity for equipment supply *civil protection
units or corresponding institutions equipped with necessary modern
facilities for a prompt diagnosis of the presence of such matters in water,
since the exisiting standard methods are inadequate for the purpose).
Analytical procedure lasts 12 to 16 hours to which and additional time
should be added for taking and transport of samples of water as well as for
their preparation (extraction) for the analysis. In such situation . and i
particular in larger urban areas when a quich decision should be made on
possible break of water supplz to a part of the town from the main water
supply system. Methods must be available as well as equipment that make
possible a prompt qualitative determination on the spot whether the most
importent toxic matters are present in water or not and make timely
decision. Concrete proposals are given how to improve the existing state of
water protection and of efficient measures in case of emergency on water
contamination.

Summary: Ammong numerous forms of the hazards that threaten the
environment, man and his property the outdoor fires take a very important
place. This is in particular actual for us, especially during the dry
summer months when the touriist acivity con be threatened by fires is in
always disturbed by various destructions.
The human vicitims, hazards for health and tourism are unfortunately the
only inconvinient health/ecological damages.
The consequences of these fires are incalculable for the destruction of
flora and fauna, of the landscape values, errosion of ground air pollution
by various combustion products and in particular by very harmful dioxides
which originate from numerous forest fires. These consequences are
longlasting and difficult to reduce and thus they have a harmful effect
upon the helth of the local people.
Analysing the frequency, causes and consequences of these fires with us
suggestions and proposals are given for their more efficient prevention.

Summary: The study presents a general brief survey of evolution of
the EEClegislation in the field of environmental protection with the aimto
enable in that context identification of legislationconcerning chemical and
industrial hazards. Particular attentionis paid to certain kinds of

of the same,clarifying the EEC lagislation, procedures and competences

Summary: In this work an overview of increased demands, today state
andproblems of systems for protection of environment, people andproperty,
is presented. Applying advanced information technology,based on artificial
intelligence, it will be possible to improvesystems for environment, people
and property protection. In thispurpose an approach which would have to
build model for chemicalaccidents is proposed. This model will be base for
the system ofprotection i Republic of Croatia. Model for managemnt of

Summary: The paper describes a shortcut approach utilised in order
toconduct quantitative analyses necessary in achieving crediblefeasibility
estimates in the early stages of the planningprocess, which appears to be
of extreme importance when dealingwith large, complex, multi-environmental
information systems.Instead of hopelessly trying to calibrate data flows,
which wouldrequire at least a thorougly made data model and the
entirefunctional decomposition, the impact of organisational units
onsubject areas and vaguely defined processes is analysed by meansof a
three-dimensional association matrix technique, thusobtainig the basis for
further calibration. Finally, thesuggested approach is illustrated on the
example of theEnvironmental Management Information System of the Republic
ofCroatia, whose feasibility study has been recently completed inthe same
maner.

Summary: This paper presents the first results of the research
project ŽDecision Support System for Environment Protection against
Chemical AccidentsŽ. The project has a general goal to understand the
application of information technology in control and management of complex
dynamic systems. The primary goal is concerned with the integration of very
different kinds of knowledge from several fields and information
technology. No technology and knowledge alone are abble t resolve the
problem of developed complex chemical accidents, so we need integration of
information technology and responsible people in various ways *autonomous
and distributed databases and computing, knowledgebased systems, decision
support systems and group decision support systems.
Due to the war in Croatia and the crisis in formar Yugoslavia, researchers
on the project were redirected to provide solutions to practical tasks.
Almost all of the ten research scientists, temporary or permanent, were
involved in some situation that fall within the scope of research topic. In
the following phase of the project emphasis will be placed on the
improvement of global protection systems in the Republic of Croatia. The
investigation will include the present decision support systems for
enviromnet, people and property protection. The APELL *Awareness and
Preparedness for Emergency at Local Level( will be appied in collaboration
with the United Nation Environment Pragramme *UNEP( and Industry and
Environment Office (IEO). We will pay attention strictly to the application
of advenced information technology.

Summary: This paper presets the principles of group decision support
systems. Theoretical models for the description of some phases of this
decison proceses are given. Principles of the most important system in the
field, Group Systems V, developed in the University og Arizona, are shown.
This system was very good investigated, so it's wery markedly advantages,
but also disadvantges, were noticed. Experience with the system are shown.
The results of the survey on application of the system are shown. Activity
for the promotion of the technology have been carried out in Croatia, and
several presentations and project were hold. In this paper the case
analisys of project, where the strategy of information technology of
Industry of Oil was defined, for the period from 1995 to 2000, is
described. Guidelines for the plan of development for 1995 are given too.
Critical review of today approaches to the development of the technology,
their perspective in the future in comercial applicationand possible
direction of development, are given.

Summary: A brief review is given of the swimming water quality
criteria with respect to the new European Union Directive and the
Guidelines of the WHO for the recreational waters.
Some discords and dilemas are discussed.
The proposals are given for inclusion of these new criteria into our
recreational and swimming water regulations, which is one of preconditions
for propulsive development of the Croatian tourism.

Summary: In this paper specific public health and ecological aspects
and consequences of war destruction in the Republic of Croatia are
identified on the basis of currently available data, since there are still
ongoing war activities.
On the basis of available data on actual destructions and devastation on
the environment and taking into consideration the uncotrolled discarge of
different and higly toxic substances, possible short-term and long-term
impacts on human life are described from aspects on health ecology.
Actual suggestions based on these considerations are targeted to
alleviation of consequences, to taking indispensable restoration measures
and measures for permanent monitorin the toxic and hazardous substances in
ecosystems (soil, water, air) and foodstuff chains, with the view to enable
preventive public health and ecological actions in order to protect health
of Croatia's population.

Summary: This work investigate the causality of changes in the use
ofgroup decision methods and their performance over time durinmanagement of
a complex dynamic system. Some group decisionmethodes and techniques are
analyzed by means of Mintzberg'sdecision making model. As a result of this
analysis it is statedthat it is possible to obtain a large number of new
grou decisionmethods and techniques and that is also possible to define
ametod of unstructured grou decision making. As an illustration,the author
has developed a method of the interaction ofmultidisciplinary experts
(IME), which is described and analyzedin detail. With the aid of this
analysis "building blocks",general characteristics and procedures of group
decision-makingmethodes are defined. The proces of decision making in real
timedurin the management of a chemical accident is analyzed, and
thedynamics of this process is shown. A model of the group decisionsupport
system is proposed. This model is based on artificialintelligence,
blackboard architecture, real-time declarativedecision process controller
and time uncertainty modelling. Someidea of mentioned software are
illustrated.
