Summary: Purpose of the judicial documents analysis related to the
criminal acts of murder and attempted murder in the city of Zagreb area,
for a period from 1985 to 1989, was to establish a share of
investigative-evidence providing activities of the Ministry of internal
affairs bodies. Therefore, we tried in this investigative project to answer
the question: "What is, within a frame of the procedure, and in accordance
whith its phases, the course of crime-investigation, and what is the course
of the penal-judicial proceedings in providing evidence by the police,
attorney general and the court?". During investigation an analysis of the
most frequent methods and forms used in detection of the committed crimes
was performed, and a rate, structure and frequency of the undertaken
measures - which ex lege could and should be undertaken by the police
during its detection-evidence providing activities - were established as
well. Purpose of obtaining the investigations results was to establich, in
questitative and questitative terms, in full, sufficiency and exclusiveness
of the compiled formal and informal evidence, and their further utilization
in all phases of informal evidence, compiled by the police, into the formal
ones.

Research goals: The purpose was to: (1) Determine a state of a
systematic-functional interdependence of criminality as a social
phenomenon, the social organization, professional efficiency and working
quality of the Ministry of internal affairs bodies and other subjekts
incharge with ex lege for detection and evidence providing for the criminal
activities. (2) Scientific verification of existing crime-investigation
methodology in detection of crime and theoretical construction of optimal
scientific models in fighting againts certain forms and types of crimes.
(3) Indetification of factors which affect the efficiency of
detection-evidence providing activities, the police performance in the most
serious felonies. (4) Establishment of quantitative and qualitative
efficieny and utility of collected data and information in relation to
their usefulness in detection- evidence providing function. (5)
Verification of later usefulness and utilization of collected data and
information derived from the police detection-evidence providing
activities, in next phases of criminal proceedings conducted by attorney
general and the court. (6) Establishment of structure of the collected
evidence in actual criminal offence in relation to the following
categories: personal evidence (information in the form of statement fixed
by official records) and material evidence (traks and subject of the
criminal acts fixed during investigation and expert opinion) and their
further formalisation in the criminal proceedings phases.
