Summary: The project DEMOCRATIC CHANGES AND CULTURAL DEVELOPMENT scopes on researching of current changes which are doubtlessly taking place in the transition from a totalitarian into a democratic system. The research will undergo systematization of general and specific questions of the process of democratic changes according to objective criteria, taking into account the peculiarities of Croatia. The research will be accomplished in two stages. The first stage will consist of relevant changes of important elements of the social system which in its base are represented by crucial institutions and mechanisms of democracy, under the title DEMOCRATIC CHANGES AND DEMOCRATICITY OF CHANGES. The second stage of the research, CULTURAL DEVELOPMENT, will define the goals and the tasks of the cultural development of Croatia. A particular emphasis of the research will be put on the educational systems and media.

Research goals: The goals of the research include establishing the general principles standing behind the process of change of a society from a monistic to a pluralistic democratic system and establishing the peculiarities of Croatia in the process. Croatia is because of the imposed aggression on her in numerous stages of these changes according to different indicators in a specific position. More precisely defined goals are: a) establishing the factors of the principal procedures and problems deriving from the period of transition, b) identifying the elements of specific states which appeared after the fall of ex-Yugoslavia and consequent situations, c) defining and questioning of the main factors of the European democratic standards and models of their apply in Croatia, d) according to numerous established indicators define the principal factors of cultural development which could help achieve a more qualitative paricipation of citizens in democratic processes and the democratization of society.
