Summary: Intensive use of informatics resources, has been limited,
in spite of all efforts, to the support of standardized routines,
economical and technical applications atthe operational level, i.e.
hierarchy of decision support system at the lowest level. The objective of
this research is to apply widely the latest findings of the "Decision
support system" (DSS) to all levels of decision making starting from the
firms to socio-political organizations. Special emphasis has been placed in
offering decision support through adequate DSS and multicriterional
analysis methods at higher levels of decision making and "more significant"
decisions in the hierarchy which are in the function of medium-term and
long-term development (the so-called strategic decisions), and the
institutions engaged on the regional medium-term and long-term planning of
the development.

Research goals: The objective of these investigations is to adapt
the latest findings in the development of DSS and to apply them to all
levels of decision making from the firms to socio-political organizations.
Special emphasis in the research was placed on offering a systematic
decision support, through an adequate DSS at higher levels of decision
making and for hierarchically more important decisions related to medium-
term and long-term development and to institutions engaged on regional
planning of the development. At the same time it was attempted to organize
the information "infrastructure" for the decision support at strategic
levels employing the multicriterional analysis methods. Special attention
was paid to the study of criteria and information basis and to the
development of methodology for the evaluation and ranking of investment
