Summary: Uncontrolled hydrocarbonates leak may cause not only haevy
soil pollution but surface and groundwater pollution also. That kind of
accidents regularly provoke the public opinion reaction corollary in
solving such problems together with taking of different engineering -
technical efforts, it is as much as important acting of social actors,
such as inspection, firemen and others. By this project is predicted to
determine time and way of hydrocarbonates spreading for different kinds of
pollution by mathematical models and on specially prepared soil samples to
determinate some parameters and consequances of pollution.
Transportation system is analyzed in terms of frequency and number of
accidents, the most common circumstances they occur and acting of certain
services after the accidents. The results of research will serve for
creating technical measures system for pollution of urban and water areas
as other environment. Given results will be used for clear definition of
relevant social actors responsibility and for modification of existing
laws and their adjustment with EEC laws.

Research goals: Determination of specific parameters for
hydrocarbonates spreading in surface layers of soil and surface and
groundwater. Determination of time and types of spreading and damaging
level. Comparison of results with known models of hydrocarbonates spreading
in the world. Constructing system of technical norms which should be
foresighted in certain areas in case of accident. Analysis of technical
accidents in hydrocarbonates transport on public roads and accidents at oil
pipeline which would enable discovering the relevant actors within given
technological system and developing system of social norms for possible
accidents. Comparative analysis of sociological study of the same problem
in Connecticut, USA should bring similarities and differences in solving
environmental problems. Results of the research will help to create system
of technical norms for protection of urban and water areas as other
environment. They also should be used for clear definition of
responsibility of relevant social actors. Public opinion will present their
knowledge of these issues and which dimensions of democratic control of
actors by public we should take into account by using and selecting certain
technologies.
