Summary: Contemporary knowledge in the world shows the necessity of
the national measurement laboratories activity. The scientific basis for
the establishment of the National measurement laboratory in the Republic
of Croatia, with duty to improve measurement of length, angle and surface
roughness, calibration of secondary and working standards, as well as
measures for the mentioned quantities, has been mostly built by this
project. In that sense, for a term of the last five years, attention has
been mostly consecrated to work out the scientific studies about
uncertainties of measurements (theoretical working out and experimental
verification) with the purpose of assuring traceability to primary
standards. Measurement possibilities of the Laboratory for precise length
measurements on the Faculty of the Mechanical engineering and Naval
architecture (LFSB), exactly about achievable uncertainties of
measurements for the quantities length, angle and roughness, which are
determined on the basis of performed comparison measurements with primary
laboratory (Istituto di metrologia "G.Colonetti", Turin). With this goal
on mind measurement conditions in the LFSB were improved, specially in
consideration of working out and using a system for automatically
supervising the temperature in the 16 carefully chosen places in the
laboratory. At the end of the year 1994., LFSB received the accreditation
from SIT (Servicio di taratura in Italia) for the field of roughness, and
for the field of length procedure is in progress. Improving measurement
methods, making comprehensive documentation LFSB (Proceedings of quality,
Procedures for caring out metrological confirmation, General documents),
and congruently to the European standard EN 45001, which has been
announced by sit experts, had gone before mentioned acknowledgment. With
received acknowledgment LFSB realized connection with European and
world-wide measurement system, because SIT is one of subscribers of
Multilateral arrangement of the European association for accreditation of
the laboratories (EAL) for mutually acknowledgment of the metrological
confirmation certificate. In this connection, it is necessary to underline
that the biggest profit from the realized results of this project gains
Croatian economy, specially in a offered possibility of acquisition of the
formal and real conditions, in this segment, for gaining certificate
congruently to the series of the international standards ISO 9000.
Research goals: Four basic aims with this scientific research has
been put: 1. To achieve the world level keeping of standards of predictable
measuring units (length, angle and roughness parameters) and their
transmission with the least possible measuring uncertainty. 2. To establish
scientific and material conditions for the Laboratory for precise length
measurements on the Faculty of the Mechanical engineering and Naval
architecture (LFSB) to be the bearer of length, angle and roughness
parameters primary standards to achieve, first of all, the authority from
the international measuring institutions 3. To work out the scientific
foundations for the establishment of Croatian metrological system for
mentioned quantities with possibility of metrological confirmation of
certain standards as well as measuring instruments for industrial needs.
4. To educate the high skilled staff to have a dominant influence in
development, maintenance and improvement of Croatian metrological unity.
