Summary: The researchis is oriented to creating of software and
informatic preconditions for future more successful management of water
resources in Croatia. Such management in modern practice of technically
advanced countries implies systematic approach, i.e.planning,
implementation and use of (multipurpose) water management systems. For the
purpose managing such systems in any stage of their development (from
planning to use at any level of their physical completion), expert systems
are being introduced and developed. Conceiving and application of such
systems in water management require scientific research aimed at
identifying and defining of all relevant processes in the system, and all
interactive connections between all water management and other activities,
which is set as the principal objective of this research project. The
secondary objective is to contribute to the development of the integral
water management information system covering the entire territory of
Croatia, in the absence of which a application of expert systems and
successful management of water resources would be practically impossible.
In the framework of the major objective, the preliminary target of the
project is to identify and to systematize all important water management
problems in Croatia. the research is carried out by application of the
principles and methods of system analysis and synthesis, as well as of
concepts and methods of other relevant scientific branches, first of all
hydroengineering, ecology, economics and social science. In addition,
enquieries are conducted to collect the knowledge and experience of water
management experts who had or have made considerable contribution to the
development of water resources management in Croatia. The final stage of
the research includes plans for elaboration of the expert system for
managing of the flood protection system in the area of Zagreb and the
Central Sava Basin.

Research goals: The growing demand for water and markedly
unfavourable distribution of water resources, both with regard to location
and time, in Croatia indicate the necessity of particular attention to be
paid to these resources. In this respect, this research project is oriented
to creating of informatic and software preconditions for future more
successful management of water resources in Croatia. Modern methods of
solving the problems of water resources management imply systematic
approach, i.e. planning, implementation and operation of multipurpose water
management systems. Such systems are, according to Neuman's wording, large
and mainly poorly organized systems, including large numbers of water
control facilities, where it is hardly possible to separate all the
processes and clearly define all interconnections between their respective
components of configuration. At the highest level of generalization, it is
possible, to a certain extent, to conduct such systems in all stages, i.e.
planning, development and use. For this purpose, expert systems are being
currently developed and applied worldwide, based on contemporary results of
development of artificial intelligence, existing knowledge in relevant
branches of science, and on implementation of experience and knowledge of
water management experts. Formation and use of expert systems in water
management imply the need of research and identification of water
management problems, as well as all connections and processes taking place
within the existing systems. Meeting of this requirement has been set as
the objective of this research project, and implementation of this
objective implies establishing of the integral water management information
system of Croatia. The optimaly configuration of monitoring subsystem of
thet information system is expected to be proposed at the end of this
research project.
