Summary: Due to the limited water mass exchange of an semi-enclosed
water system, a special attention for conservation and rehabilitation of
ecosystem must be taken in consideration. The decision-making process for
restoration ond/or planning the new socio-economical activities have been
based on the calculation of environmental capacity with acceptable risk.
Assessment of acceptable level of discharge load with even scarce
environmental data and/or restricted investigations, can be useful tool for
decision-making in the planning process. Alternative methods of
waste-reductions permit more complexly planning in the economical point of
view. Sociological approach in decision making process is very inportant in
the fase of decision, as well as in exploatation the ecosystem.
