Summary: Health systems reforms in Europe for the first time in history are faced with the standardization according to the common criteria. Following the integration processes initiated by the European Union (EU), the World Health Organization Regional Office for Europe (WHO/EURO) started an intensive interdisciplinary technical and scientific activity to enable designing the new health care systems The aim of this project is to enable the participation in these scientific processes and to achieve an outcome which would directly be used in the integration processes between the health system in Croatia and health systems in Europe according to the criteria verified by the EU. This project has two goals: - to develop comparative methodology for the analysis of the health care systems of various types (from those systems based on market mechanisms to those based on social welfare); - to create information bank with data on reform processes based on scientific criteria which would be used in defining the new model of health care system in Croatia according to the European standards and experience.

Research goals: The aim of this research is to explore seven basic components ofhealth system reform in Europe according to scientificindicators. These components are: cost-containment, publicexpectations, decentralization, market mechanisms, quality assurance, health manpower development in new working situation. Using scientific criteria, this research will compare reform processes in the EU countries, health system restructuring in the former East European socialist countries, and changes in health system in Croatia. The expected results of the research will be manifested in two directions: - scientific contributionin developing methodology for the study of health systems reformsof various types; - information bank with data on reformprocesses in Europe according to scientific criteria to be usedin choosing the most suitable achievements and experiences of theexisting health systems in Europe suitable for Croatia healthsystem.
