Summary: In this research we intended to investigate recent developments in university staff development in context of presumptions and criteria of higher education effectiveness in foreign countries. Always having in mind our tradition, present state and circumstances, we tried to investigate and propose different models of staff development, suitable for our situation. In empirical part of our research, we tried to verify proposed models, what becomes our contribution in improvement university teaching. The idea is that teaching at university level should be improved, and legaly and institutionaly supported.

Research goals: The main goals of this investigation were to enter in European higher education didactics developments and to contribute to theoretical comprehension of some basic problems concerning effectiveness in higher education teaching. Further on, our intent was to enter the international exchange of experience in the field of university staff development. We expect that our investigation will help in making sense and awareness of almost completely neglected problem of higher education teaching quality. Theoretical discussion of basic problems concerning teaching in higher education should lead to solutions for sloving these problems, meaning that a concrete step forward towards innovations in university teaching should be done.
