Summary: The aim of the project is to study influence of the
market economy to labour relations and social security. The emphasis is on
comparative, primarily West-European experiences, since there have been a
significant lack of domestic scientific thought about working relations and
of social security adequate to a market economy. Institutions of labor law
of importance for market relations have been studied, such as the
following: the contract of employment; a categorization of employees; legal
status of the trade unions and of employers' organizations; collective
bargaining; collective agreements; a strike and other interest disputes;
ways and means of peacefully solving interest disputes, and other issues
from the collective labor law. In the area of social security the emphasis
has been on a study of the voluntary and the autonomous systems of social
security, by which in western countries enable adjustment of an individual
initiative and responsibility to a social solidarity. Social security of
certain most vulnerable categories of the population (displaced people,
aged persons, unemployed) has been studied in particular. Insights at stake
are necessary for a true transformation of the existing system into a
modern system of market relations and political democracy.

Research goals: The goals of the research are twofold:
theoretical and practical. From the theoretical point of view,
interrelations between the market economy on one hand, and the labor
relations and social security on the other, have been studied. From the
practical aspects the project is oriented towards implementation of
theoretical results in drafting of legislation, concluding of collective
agreements, solving individual and collective labor disputes, introducing
the new forms of social insurance and social assistance, etc. The aim is to
establish the consequences that market economy brings for the rights and
obligations of the parties in an employment relation; competencies of the
managerial and other executive personnel; disciplinary responsibility; and
in particular to a termination of an employment relation. Stress is on an
analysis of the legal status of trade unions and of employers'
organizations; collective bargaining and collective agreements; various
forms of industrial actions (strikes and lockouts); practices of peaceful
solving of interest disputes (conciliation, mediation, and arbitration).
Opposite to the present systems of public and compulsory social insurance
an analysis of the various autonomous and voluntary models of insurance
have been undertaken. The aim is also a study of position of deprived
categories of population as are aged and displaced people as well as
refugees. The purpose is to define organizational principles that
facilitate a high level of efficiency in managing resources being allocated
