Summary: With the realization of independence of the Republic of Croatia, the space for democratic solving of questions arising from the multinationality of its area has been created. In spite of unfavourable circumstances caused by the aggression on Croatia - a part of Serbian population in Croatia playing an important role in this - and the occupation of a part of the territory in which ethnic cleaning of non-Serbian population has been carried out - (this endangered not only the activities but the existence of Hungarian, Ruthenian, Ukrainian, Slovak, German and other minorities, too) the RC shapes - taking into consideration existing and offered models of minority protection along with the assistance of international factors - legal framework for the realization of solutions congruent with modern concept of a state and civilizational standards of minority protection, taking into account peculiarities of each of 16 national/ethnic communities/minorities living in its territory. It is a question of fundamental political and civil rights and special rights by which the minorities are, in the first place, guaranteed rights on their own language, education in mother-tongue, on their own organizations, autonomy..., but their realization is liable to limitations arising from different historical, political, cultural, social, demographic and economic factors.

Research goals: As the collapse of Yugoslavia and the acquirement of independence of the Republic of Croatia have essentially changed the determinants of Croatian territory (it is especially significant for this project that Croatia, for the first time, on its state territory independently regulate the relations between majority nation and minority communities living here as well as the changes from former 7 nationalities to today's 16 national communities/minorities that are guaranteed their right to self-independence and cultural autonomy by the RC) then the aims schould be considered: a) the creation of a scientific basis for interdisciplinary study of minority problems; b) observing the role and place of minorities in the social reality of Croatia and in international relations; c)scientific elaboration of European achievements in the filed of respecting and enjoying basic rights and freedoms of man and minority members' rights as part of generally recognized rights of man; d) formation of assumptions for the creation of data basis for minority problems.The expected contribution consists of: a) enabling fast and simple insight into a series of information relevant for minority problems; b) affirmation of positive efforts of RC to establish high-grade relations between majority nation and minority community by respecting the achievements of international community in the assurance of rights and freedoms of man and the protection of minorities.
