Summary: Recent changes in the health policy introduce market
economy inhealth care and offer free choice of doctor in outpaienthealth
care for everyone. This inovations demend scientificevaluation of
reorganised outpatient care and specially principof free choice of doctor.
There were a moderate experience about free choice of doctor inour country
and experienes of the other countries cannot becosidered without doubt
because of differences in cultural,social and economical background.
It is very important to investigate conditions which influencefree choice
of doctor in our country, as well as patientsatisfaction with that
principle. It is also important toevaluate if free choice of doctor can
improve the health careand how it effects quality of care.
The both is simultaneouslly interesanted for the health policy,health
insurance organisation and the health scinece.

Research goals: The basic aim of this study is to find out how
patinets will practice free choice of doctor in outpatient care and what
influnece the choice. Special aim is to find: -to which extend will patient
use their right to make free choice of doctor, -to which extend will they
choose the same doctors as before, -how much will patiet choose doctors to
achieve family doctor principle, -how often patinets choose privat GPs
versus state owned group practices' GPs and what influnce such choice, -how
many doctors are chosen from the optimal number of patinets (2000 patients
or 600 families), -how often patient change the doctors in period of three
years and what does it mean for their health status, -how important is the
doctor's qualification for the patient how choose the doctor, -what
characteristics of the doctor and members of his team are important for
patients in decision making in free choice of doctor, -how will free choice
of doctor effect health utilization and health expenditure, -how will
free choice of doctor effect the annual consultation rate of GPs, how it
effect refferal rate and hospitalization rate. Results of this study can be
used in outpatient health care policy creation, categorisation of health
facilities and for the evaluation of the actualy vocational education for
outpatient health care professionals.
